Description
The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) Governors (BBG) has a requirement that it intends to negotiate and award as a non-competitive contract to Asia Broadcast Satellite (HK) Ltd., 22/F Asia Pacifc Centre, 8 Wyndham Street, Central Country, Hong Kong. This requirement includes satellite space segment connectivity between the Middle East Broadcast Network's Dubai Hub News Bureau and Engineering Satellite Gateway facilities in Germany (Lampertheim) and the Philippines (Tinang). Asia Broadcast Satellite, Ltd. Shall provide a 4 MHz contiguous frequency and power bandwidth on a global (visible in both Germany and the Philippines and all locations in-between) transponder to support both video and data carrier transmissions from Dubai to the Agency's Lampertheim and Tinang Satellite Gateway locations. The required satellite space segment capacity is in the C-Band frequency spectrum and is linear polarization. The contract with Asia Satellite Broadcast, Ltd. is needed to avoid any interruption in the Agency's services that are considered mission critical, as there can be no break in services. This sole source procurement is being done in accordance with the Federal Acquisition Regulation (FAR), Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements. Asia Broadcast Satellite, Ltd. is the only known firm with a satellite that is visible to both gateway station locations and the News Bureau in Dubai as well as having sufficient global capacity to accommodate the requirements and operating in the C-Band frequency. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
