Description
The Federal Energy Regulatory Commission (FERC) intends to negotiate a sole source acquisition with Bloomberg Financial, in accordance with FAR 6.302-1, for online access to financial information. THIS IS NOT A REQUEST FOR QUOTATION. Bloomberg Financial Services is the only source that can provide the following: • Access to analyze historical energy market data, including • hourly spot and term prices for gas and power; • prices volumes and open interest of contracts sold on New York Mercantile Exchange; • prices for power in RTO markets; • financial data including bond ratings and outstanding debt for regulated companies; • prices for emission allowances and credits; • Baker Hughes rig count • Energy Information Administration natural gas storage report • Commodity Futures Trading Commission commitment of traders report • Edison Electric Institute electricity output • Chicago Climate Exchange CO2 allowances • European natural gas prices • Coal and heating oil prices • Data accessible via API into Microsoft Excel. OE has numerous reporting applications that rely on this capability. For example, several reports produced daily and circulate around the Commission and 41 charts on FERC's Market Oversight Website are updated on a monthly basis using the Excel API. • Ability to monitor and analyze real-time energy market data on New York Mercantile Exchange • Real-time interactive help on-line and by phone, extensive and multifaceted training • Access to news and price information for all industries, particularly gas and electric No solicitation document is available. The FERC will consider all affirmative responses received no later than 7 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement, software cost, and training for employees, contingencies, and professional environment. A request for information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Bloomberg Financial. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
