Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91WAW-09-R-SAS1 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. The Contracting Center of Excellence (CCE), on behalf of the Department of Defense Inspector Generals Office, intends to procure an annual maintenance upgrade and renewal for Statistical Analysis System (SAS) for Windows and Linux. This requirement is for a 100% small business set aside. A Firm Fixed Price contract is anticipated. The anticipated award date is 26 March 2009. All responsible sources may submit a proposal, which will be considered. Request for Quotations (RFQ) responses must be submitted IAW instructions of Evaluation-Commercial Items (FAR 52-212-2 and addendum) as stated in the RFQ and provided to the Point of Contact (Johnny Redford, 703-428-0408, johnny.redford@us.army.mil ), identified in the RFQ not later than 24 March 2009 at 1:00 PM EST. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included in paragraph (a) of that provision are 1) Technical capability of the item offered to meet the Governments minimum requirements based on examination of product literature or technical approach narrative. 2) Past Performance; and 3) Price. Technical and past performance, when combined, is of greater importance compared to Price. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. Far clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5 (b) are applicable to this acquisition: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33.
