- This Combined Synopsis/Solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. This is a request for proposal (RFP); the solicitation number is N00178-09-R-1028. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase the following Sole Source firm-fixed price basics from Weibel Scientific, 44001 Indian Fields Court, Leesburg, Virginia 20176-1641. Qty (1) MSL-60037 Doppler Antenna, Qty (1) OM-2124SB-X Osc. Modul Box without con, Qty (1) RTP-2100 Real Time Processor - upgrade W-1000i, Qty (1) CAB124-0G 76M Signal Cable 41M/41f, Qty (1) IC-2100 Instrumentation Controller, Qty (1) RTDS-2100 Real Time Data Storage unit, Qty (1) CR113 13U, 110V US rack for IC;RTP & RTDS, Qty (1) Operators Training on-site; 5 days, Qty (1) Trade-In MSL-60034 Antenna. This equipment is for an upgrade and expansion of current Weibel Doppler Radar System and is compatible with previous MSL-60034i/W-1000i system. The North American Industry Classification System (NAICS) code is 334511 and the Small Business Size is 750 employees. The award shall be firm fixed priced. Delivery shall be FOB Destination to the Naval Surface Warfare Ce! nter Dahlgren, Virginia. This solicitation and incorporated clauses and provisions are those in affect through the Federal Acquisition Circular 2005-30 effective 15 January 2009 and Class Deviation 2009-0003 11 February 2009. Instructions: The provision at 52.212-1, Instructions to Offerors -Commercial Items applies to this acquisition. It is requested that the offeror submit a proposal in accordance with the format and content specified. AT A MINIMUM, OFFERS SHALL INCLUDE: (1) RFP number; (2) Offerors name, address, points of contactor, phone, fax number, and e-mail address; (3) offerors DUNS number, Cage code, and TIN number: (4) documentation that shows the offerors current active registration in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make an offeror ineligible for award; (5) A copy of the companies warranty provisions and terms; (6) Offered delivery time; (7) Offers remit address; (8) Completed copies of FAR 52!.212-3 and DFARS 252.212-7000; (9) Past performance data of the last three sales for same or similar items. For each reference include: contract number, dollar value, date of sale, organizational name, point of contact, address, phone number and e-mail address; (10) The price proposal should include: (a) a copy of the current catalog or established price list for the items covered by the offer, or information where the established prices may be found; (b) a statement that such catalog or established price list; (i) is regularly maintained: (ii) is published or otherwise available for inspection by customers (iii) states the prices at which sales are currently made to a number of buyers. (c) A statement that such items are commercial items sold in substantial quantities to the general public, at the prices listed in the above mentioned catalog or established pricelist; (d) a statement that the quoted prices, including consideration of any discount or rebate arrangement, do not exceed prices charged the offerors most favored customer for like i! tems in similar quantities under comparable conditions. OTHER TERMS AND CONDITIONS: Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offerors Representation and Certifications - Commercial Items with the offer. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Sep 2005) applies to this acquisition. The clause at FAR 52.212-5, Contract term and Conditions Required to Implement Statutes or Executive Order - Commercial Items (Feb 2009) Deviation applies to this acquisition. The clauses at DFARS 252.225-7008 Supplies to be accorded Duty-Free Entry (Mar 1998), DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items (Sep 2009) (Deviation) applies to this acquisition This announcement is the only notice being issued. A written solicitation will not be issued. The request for proposal number is N00178-09-R-1028. The award will be in accordance with FAR 13.5 Test Program for Certain Commercial Items. Proposals are due 26 March 2009 no later than 2:00 p.m. - local NSWCDD time (EDST) to Naval Surface Warfare Center, Dahlgren Division, 17632 Dahlgren Road, Suite 157, Dahlgren, VA 22448-5110 at Building 183, First Floor, Room 102A.
