- NASA/MSFC plans to issue a Request for Proposal (RFP) for A&E Study and Design of aProject Titled, "Construct Replacement Building 4220."The Architect/Engineering (A/E) services to be provided under this procurement consist offield investigation, studies, final designs, specifications, cost estimating,construction support, and related engineering services for the design and construction ofa new office building located at the Marshall Space Flight Center, Alabama. Building4220 will be approximately 105,000 square feet in size and will be designed to achieve aSilver level of certification in accordance with the Leadership in Energy andEnvironmental Design (LEED) Green Building Rating System as set forth by the U.S. GreenBuilding Council.Selection for A/E services potentially will be for another similar building in theexisting complex. Availability of future funding will decide whether or not services forsimilar building are required.Services for the project will include these disciplines: Architects, Interior Designers,Civil Engineers, Structural Engineers, Electrical Engineers, Landscape Architects, andMechanical Engineers. Registered, licensed professionals will oversee all work underthis contract and will stamp all prepared construction documents.The following criteria will be used in the preliminary screening of the A/E firmsresponding to this announcement: (1) Must submit a fully completed, current Standard Form 330.(2) Must have experience in the design of office buildings. (3) Must have computer-assisted design (CAD) capability that is compatible with the Marshall Space Flight Center Facilities Office system format (Intergraph). (4) Must have 10 registered, licensed Architects and 2 Interior Designers.These professionals must be located at the proposing firms office.(5) Must have the following minimum number of registered, licensed professionals in these disciplines: Civil Engineers 3 Structural Engineers 5 Mechanical Engineers 5 Landscape Architects 2 Electrical Engineers 5 These professionals may be personnel from the proposing firms office or branch offices,personnel from a joint-venture partner, and/or subcontractors personnel.(6) Must have a minimum of 30 employees located in the proposing firms office.(7) Proposing firms office must be located within a 400-mile radius from Huntsville, Alabama.A/E firms will be evaluated during the selection process based on the following factors(100 maximum points): (1) Previous NASA contracts within the last 10 years (5 points).(2) Geographic location of services to be performed (5 points).(3) Past performance on similar design projects in terms of cost control, quality of work, and compliance with performance schedules (20 points).(4) Professional qualifications of key personnel listed to perform the required services (20 points).(5) Capacity to accomplish the work in the required time (10 points). (6) Specialized experience and technical competence in the design of energy efficient office buildings (40 points).The following Additional Information shall be addressed in Standard Form 330: (1) Provide a list and brief description of NASA contracts (within the last 10 years). (2) Provide information describing the firms capacity to accomplish the provided services in respect to current work load. (3) List personnel on the proposed team that are LEED accredited.(4) Explain how the firms CAD system is compatible with the Marshall Space Flight Center Facilities Office system format (Bentley Microstation-V8 and Tririga 9).(5) Describe the proposed teams experience in providing designs that include energy conservation, pollution control, waste reduction, and the use of recycled materials.The Example Projects provided in Standard Form 330 should include appropriate informationregarding the overall cost control processes used, the Owners assessments of the qualityof the services provided, and discussion of the design issues that affected the schedule. Also state if any of the projects are either certified or registered to be certifiedwith the LEED Green Building Rating System.A/E firms must have Past Performance provided by previous clients. For each projectlisted in the Example Projects (Section F of Standard Form 330), an A/E PastPerformance Report must be prepared. Report (with instructions) is attached.The NAICS Code and Size Standard are 541330 and $4.5 respectively. An ombudsman has been appointed. See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet.
