Description
THE PURPOSE OF THIS AMENDMENT 0001 IS TO SUBMIT A REVISED STATEMENT OF WORK FOR THE SUPPORT SYSTEMS UPGRADE IN SUPPORT OF THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION CRITICAL INFRASTRUCTURE PROTECTION (CIP) AS DEFINED AS FOLLOWS: 1.0 Background The National Environmental Satellite, Data, and Information Service's (NESDIS) Office of Satellite Data Processing and Distribution (OSDPD) maintains and operates the Central Environmental Satellite Computer System (CEMSCS) and the Satellite Environmental Processing System (SATEPS) data centers at the NOAA Satellite Operations Facility (NSOF) in Suitland, MD. These separate processing operations are being consolidated into a single, Environmental Satellite Processing Center (ESPC). Many of the data, products, and services provided directly contribute to the issuance of life saving NWS watches and warnings to the public. As such they fall under Presidential Decision Directive (PDD) -63, Critical Infrastructure Protection, i.e., a backup capability needs to be established for critical products and functions should a disaster render the primary OSDPD ESPC inaccessible or inoperable. These systems are currently single points of failure for the nation's environmental satellite data images and critical products used by the NWS and Department of Defense (DOD) as inputs to analyses and forecast models. The OSDPD CIP project will provide backup systems located at the Wallops Command and Data Acquisition Station (WCDAS) and be able to perform all mission critical operations and critical product data processing functions in the event of a catastrophic outage at the NSOF site. A phased implementation approach is planned with the first phase providing a backup for CEMSCS. Subsequent phases will be identified and implemented to include incorporating Metop (CIP Phase 1.5), SATEPS (CIP Phase 2.0), NDE, and other capabilities as needed. The NESDIS Office of Systems Development (OSD) provides project planning, architecture definition, and project management to the CIP acquisition project. As such, the Ground Systems Division (GSD) has identified and obtained approval for the current CIP phased implementation approach, has provided for the building at Wallops to house the OSDPD Backup Facility (OBF), procured the hardware, software and communications required at the OBF, and is in the process of configuring the equipment for use at the OBF. This Statement of Work (SOW) describes the activities that the OSD Critical Infrastructure Protection (CIP) Project Office (herein after referred to as "OSD") requires the contractor/vendor (herein after referred to as "vendor") to perform for OSD. 2.0 Scope of Work The Vendor shall provide a CDM600L or equivalent Digital Satellite L-Band (TX & RX) Modem in support of the CIP Project Office that includes but is not limited to the following specifications: a) Open network capable, L-Band IF, Data rates: 2.4 kbps - 5 Mbps, BPSK, QPSK, OQPSK, Viterbi, Sequential, Reed-Solomon FEC, Code rates: 1/2, 3/4, 7/8, Interface: 25 pin RS-422 / EIA-530, V.35, X.21, RS-232, G.703. b) High Rate Turbo Card: 2.4 kbps - 20Mbps; Code rate: 7/8 (8PSK). 3.0 Place of Performance The equipment purchased under this SOW may be shipped at the NSOF facility in Suitland, MD, at the vendors' off-site office location(s), and at WCDAS as described in the Travel section below (if required). 4.0 Deliverables Deliverable Name Due CDM600L Digital Satellite L-Band (TX & RX) Modem April 27, 2009 5.0 IT Security Requirements The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required. 6.0 Period of Performance The period of performance for this effort shall be: Date of Contract Award Through April 27, 2009. The closing date has been extend until March 26, 2009 @ 10:00a.m., eastern time.
