- The Kansas City Commodity Office (KCCO), Domestic Procurement Division, 6501 Beacon Drive, Stop 8718, Kansas City, MO 64133, intends to transition to multiple-year, indefinite-delivery, indefinite-quantity, fixed-price contracts for commercial items. The Government is interested in a contract base period of one year with options to extend for up to four additional years. Products must be suitable for school, household or emergency program use, depending on the pack size ordered. The Government desires a continuous supply of safe, nutritious, quality, good-tasting food products and 95 percent or better timely deliveries. KCCO is also seeking qualified companies to supply pasta products and enriched egg noodles. This notice will serve as the market research to obtain information for this procurement. All information gathered in response to this Sources Sought Notice will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No current solicitation exists and requests for a solicitation will be ignored. Specifications for these products can be obtained by accessing the Commodity Requirements Document and the Commercial Item Descriptions at; http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-do http://www.ams.usda.gov/AMSv1.0/getfile?dDocName=STELDEV3006577 and http://www.ams.usda.gov/AMSv1.0/getfile?dDocName=stelprdc5075076. However, for whole grain pasta, the additional requirements must be met: 1. First and primary ingredient must consist of whole durum wheat, and the remaining ingredients may be other whole grains. 2. The quality of the whole durum wheat ingredient must be grade U.S. No. 1. 3. After the whole grain pasta is cooked, it must maintain texture, shape, and taste in accordance with the requirements of the Commercial Item Description. 4. Whole grain pasta must have a tan to light brown distinction in color. 5. Maximum ash: 2.0 percent, moisture free basis. All food products procured by the USDA are subject to a 100 percent domestic origin requirement. The applicable NAICS code for this procurement is 311823 with a small business standard of 500 employees. The Government intends to make periodic requests for proposal (RFPs) for multiple awards. Future solicitations will specify the various commodities to be procured, the specifications, the office to which offers are to be submitted, the closing time for receipt of offers, and all other applicable provisions. Specific information from interested parties is required in order for KCCO to initiate this procurement. Please provide the following information: A. Multiple-year, indefinite-delivery indefinite-quantity, fixed-price contracts: 1. Available commercial base period and option periods 2. Available commercial pricing structure methods 3. Available commercial economic price adjustments B. Sources: 1. Production capability 2. Industry buyers 3. Product brochures, catalogs, and promotional literature C. Available customary commercial industry practices: 1. Available product customizing or tailoring (e.g., steam table use specifications, milder flavor/lighter color of whole grain products for child acceptance) 2. Available commercial terms and conditions (e.g., payment, warranties, shelf life, late delivery fees, submission of certificate of analysis (COA) to buyer, buyer’s use of COA, discounts or rejection for out of specification product, testing, inspection, and quality assurance, e.g., ANSI/ISO/ASQ Q9001) 3. Available production and delivery lead-times 4. Customary industry buyer’s criteria for evaluation/assessment of suppliers 5. Measures of timeliness of performance 6. Measures of product quality D. Market trends: 1. Forecast product/technology changes 2. Trends in supply/demand 3. Factors that affect market prices E. Acquisition history: 1. Discuss USDA requirements that have been identified in the past as factors that have unnecessarily increased price, and/or limited your ability to offer suitable product under the solicitation. 2. Recommend cost effective solutions for past instances when customer complained even though your product met USDA contract specifications. F. Product packaging 1. Available commercial pack sizes. 2. Ability to provide current USDA pack sizes; 20-pound case, 12/2-pound, 24/1-pound, 12/1-pound, 20/1-pound. G. Any other information beneficial to the Government.
