- N44255-09-R-5000-THIS PRE-SOLICITATION NOTICE IS A 100% SMALL BUSINIESS SET-ASIDE COMPETITIVE PROCUREMENT AND IS OPEN ONLY TO SMALL BUSINESS FIRMS. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential Offerors for Armed Security Guard Services including Harbor Patrol Services for Naval Facilities Engineering Command, Northwest at Naval Magazine Indian Island, Port Hadlock, WA. The Request For Proposal will be issued on or about 7 April 2009. The proposal due date is scheduled for 7 May 2009. The North American Industry Code Standard (NAICS) for this procurement is 561612, Security Guards and Patrol Services, and the annual size standard is $18.5 Million. This procurement is to provide for Armed Security Guard Services including Harbor Patrol Services Indefinite-Delivery Indefinite Quantity (IDIQ) contract for Naval Magazine Indian Island, Port Hadlock, Washington. The ! contract term will be a base period of one year plus four one-year option periods. The procurement consists of one solicitation with the intent to award a contract to the responsible offeror whose proposal, conforming to the RFP will be most advantageous to the Government resulting in the Best Value, Price and Technical Factors considered. AWARD MAY BE MADE TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. OFFERORS ARE ADVISED AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE OFFEROR'S PROPOSAL SHOULD CONTAIN THE OFFEROR'S BEST TERMS. This contract will replace a contract for similar services awarded in 2005 for approximately $15 million. If the Government does not award a follow-on contract in time, the Government may require the current Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The solicitation utilizes source selection procedures which require Offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government.
