- The USACE, Engineering Research and Development Center (ERDC), Vicksburg, Mississippi proposes to issue a solicitation to purchase a 15 Ton Chiller and a Computer Room Air Handler. The following characteristics of the system are deemed essential: AIR COOLED SCROLL CHILLER Base capacity and power ratings, at the conditions indicated and specified, on the test requirements of ARI 550/590. Nominal 15 ton chiller with efficiency of 9.8 EER. Unit shall have two independent refrigerant circuits rated at 7.5 tons each. Chiller shall be capable of operating at partial-load conditions without increased vibration over normal vibration at full load operation, and shall be capable of continuous operation down to minimum capacity. Casings: Aluminum not less than 0.040 inch in nominal thickness or steel not lighter than 18 gage (0.0516 inch) in nominal thickness. Provide condensers having horizontal air discharge with discharge baffles to direct air upward, constructed of same material and thickness as casing. Provide wire screens or louvers over exposed condenser coil fins not protected by casing. Helical Rotary Compressors: Positive displacement, oil injected type, and driven by an electric motor. Rotors shall be solid steel, Society of Automotive Engineers Grade 1141 or 1144. Shaft main bearings shall be either sleeve-design type with leaded bronze or steel-backed babbit; or frictionless bearing design, ball or roller type. Housings and covers shall be high-grade cast-iron pressure castings. Lubrication systems shall lubricate rotors, bearings, shaft seal as well as rotor sealing and cooling. Provide an oil safety cutout interlocked with the compressor starter to allow compressor to operate only when oil management system is operational. Provide for lubrication of bearings and shaft seals on shutdown with or without electric power supply. Condenser Coils: Extended-surface fin-and-tube type. Condenser coils shall be constructed of copper tubes and aluminum fins. Fins shall be hydraulically or mechanically bonded to tubes and installed in a metal casing. Coils shall be circuited and sized for a minimum of 5 degrees F subcooling and full pumpdown capacity. Fans: Statically and dynamically balanced. For V-belt drive fans, provide adjustable sheaves. Provide fans with vibration isolation devices to minimize vibration transmission. Liquid Cooler (Evaporator): Evaporator shall have independent dual refrigeration circuits and shall be provided with electrical heat device for freeze protection down to 5 degrees F ambient. Tubes shall be seamless copper or stainless steel. Water side design pressure shall not be less than 150 psig. Refrigerant side design pressure shall comply with ASHRAE 15. Gauges: Provide a discharge pressure and suction pressure gauge. Chiller Refrigerant Circuit: Chiller refrigerant circuit shall be completely piped and factory leak tested. Unit shall have two independent refrigerant circuits rated at 7.5 tons each. Circuit shall include as a minimum a liquid line filter and drier, liquid line sight, charging port, high and low pressure cutout, thermal expansion valve, and compressor service valves. Controls Package: Chiller shall be provided with a complete factory mounted and prewired electric or microprocessor based control system. Controls package shall provide operating controls, monitoring capabilities, programmable setpoints, safety controls, and EMCS interfaces as defined below. Operating Controls: Chiller shall be provided with the following adjustable operating controls as a minimum. a. Leaving chilled water temperature control down to 30 degrees F. b. Lead/lag controls for multiprocessor units c. Time delay preventing simultaneous compressor startup. d. System capacity control to adjust the unit capacity in accordance with the system load and the programmable setpoints. Controls shall automatically re-cycle the chiller on power interruption. e. Startup and head pressure controls to allow system operation at all ambient temperatures down to 0 degrees F. Safety Controls with Manual Reset: Chiller shall be provided with the following safety controls which automatically shutdown the chiller and which require manual reset. a. Low chilled water temperature protection b. High condenser refrigerant discharge pressure protection c. Low suction pressure protection d. Chilled water flow detection e. Motor current overload and phase loss protection f. High motor winding temperature protection for hermetic motors g. Low oil pressure Safety Controls with Automatic Reset: Chiller shall be provided with the following safety controls which automatically shutdown the chiller and which provide automatic reset. a. Over/under voltage protection b. Phase reversal protection c. Chilled water flow interlock Electrical: Unit shall work with 208/230 volts, 3 phase power. COMPUTER ROOM AIR HANDLER Air handler shall be a chilled water up-flow unit with a supply plenum rated at 15 tons. Unit shall be in accordance with ASHRAE 127 and UL 1995 and shall be rated in accordance with ARI 210/240. ARI certification is not required. The system shall be designed and constructed for maximum reliability and ease of maintenance. Cabinet Construction: Cabinet shall be totally enclosed. Enclosure surfaces shall be pulsation free, with hinged and removable doors and panels for vertical side or front access to unit components. Routine maintenance access to compressor and system control components shall be possible without unit shut-down. Enclosure surfaces shall be thermally and acoustically insulated. Interior baffle and compartment surfaces shall be galvanized steel. Drain pans shall collect all condensate and be steel with external insulation as required. Surface mounting steel pads and vibration isolating pads shall be provided. Enclosure surfaces shall be prepared, primed and finished. Fans: Evaporator or supply fans shall be double-width, double inlet, centrifugal type and shall be statically and dynamically balanced as a unit at the factory. Motor shall be belt driven with variable pitch drive and adjustable base. Unit shall be mounted to draw air over the coil. Smoke Detector: Unit shall be provided with a smoke detector located in the return plenum. When activated, unit shall shut down immediately. Restart of unit shall be manual. Chilled Water Coils: Chilled water coils shall have copper tubes of inch minimum diameter with copper or aluminum fins that are mechanically bonded or soldered to the tubes. Casing shall be galvanized steel or aluminum. Contact of dissimilar metals shall be avoided. Coils shall be tested in accordance with ASHRAE 15 at the factory and be suitable for the working pressure of the installed system. Flow shall be controlled by a 3-way modulating valve. Unit shall be provided with an air bypass. Unit shall be provided with a condensate pump and a stainless steel drip pan. Auxillary Heat: Unit shall be provided with a minimum of 20 KW or electric re-heat and shall be operational in a minimum of 2 stages not to exceed 10 KW per stage. Humidification: Humidification shall be provided with a self contained steam generator. Cylinders shall be disposable. The capacity shall be adjustable in a range of 10 to 30 lbs per hour. The fill level and flush rate shall be controlled automatically. Filters: Filters shall be pleated typed and rated not less than 30% efficient. Unit Controls: Unit shall be controlled from a single microprocessor based panel. Status Indicators: The following status indicators shall be externally visible: a. Power/System On. b. Temperature set point. c. Current temperature. d. Humidity setpoint. e. Current humidity. f. Status (cooling, reheat, humidification) Alarmed Conditions: The following system status conditions shall be both audibly and visually alarmed: a. Loss of air flow. b. Dirty filters. d. High and low temperature. e. High and low humidity f. Low voltage. g. Smoke detected. h. Fan motor overload. Externally Accessible Controls: The following controls shall be externally accessible: a. Start and stop total system functions. b. Audible alarm silence. c. Main power disconnect. Electrical: Unit shall work with 208/230 volts, 3 phase power. Disconnect Switch: Unit shall be provided with a non-fused disconnect switch. The switch shall be accessible from the exterior of the cabinet without having to open or remove panels. The switch shall disallow access to the high voltage area while in the ON position. DUE TO LEAD TIME FOR EQUIPMENT DELIVERY EXPECTED TO BE 4 (FOUR) WEEKS AFTER AWARD. The Government intends to release Solicitation No. W912HZ-09-T-0017 on 18 March 2009 with a closing date of 24 March 2009.
