Description
The solicitation will be available for download on 04 May 2009. The estimated cost of this project is between $25,000,000 and $100,000,000. The contracting officer is Mrs. Donna Parker. The primary work under the contract will consist of the construction of a turning basin at Mobile Harbor near Pinto Island. The basin will be approximately 1550 feet long, 870 feet wide and 45 feet deep. The approximate quantity to be dredged is 2.7 million cubic yards with approximately one half of the material disposed of in the Gulf disposal site, one fourth being disposed of upland at Choctaw Point and the remainder disposed in either the Sand Island beneficial use site or in a beneficial use area to be constructed the upper bay approximately 2 miles from the dredge site. In addition, it is within the scope of this solicitation to perform maintenance dredging in the Mobile Harbor area as well as other projects within Mobile District boundaries. Some Task Orders under this IDIQ may be funded by the American Recovery and Reinvestment Act of 2009. Such Task Orders will be identified as being Recovery Act funded, and detail any special requirements of the contractor related to the execution of such funds. The award of a resulting task order for dredging at the Mobile Harbor Turning Basin is subject to receipt of funds, environmental approvals as well as approval of the Project Partnership Agreement. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractor must be registered in the DoD Central Contractor Registration (CCR) prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Note No. 3: For this job, a small business is defined as having average annual receipts of less than $20,000,000 for the past three years. Note No. 4: It is anticipated that this solicitation will not have bid options. However, optional bid items may be added if it is determined to be in the Governments best interest.
