Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with a selected source via single source procedures. The FAA intends to enter into a single source contract with Computer Science Corporation (CSC), of Rockville, Maryland. The FAA has a need to establish a contract vehicle to provide for the continuation of the existing Traffic Management Advisor (TMA) system until a new competitive contract can be awarded. This procurement action is a follow-on effort to existing TMA contract DTFA03-02-D-00001 with CSC, with a period of performance of 12/12/2003 thru 04/24/2009. The TMA system currently resides in Enroute & Oceanic Program Operations ( ATO-E ) and will be transitioned to System Operations Programs (ATO-R) in April 2009. At that time the existing contract for development and sustainment work will expire. A new contract will be needed to ensure uninterrupted development and sustainment of operational TMA by progressing and completing the work started by ATO-E under the existing program of record. This would include enhancements that were agreed to and/or started on under the ATO-E as well as support for the current TMA deployment sites. Due to the fact that CSC is the prime contractor, they are the only vendor that has the existing knowledge, both hardware and software, of the TMA system. CSC has been working on the TMA system since the 1990s, working with Northrop Grumman and finally as the sole vendor from 2003 to today. This single source interim contract will begin April 2009 and the period of performance is anticipated to be no longer than one year or until the full and open Time Based Flow Management (TBFM) contract is awarded, whichever comes first.
