- This is a presolicitation synopsis notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not earlier than 15 days from the date of this announcement. The Department of Homeland Security Office of Procurement Operations (OPO) currently has a requirement for National Capital Region Field Monitoring Technical Support Services. The requirements and specifications will be specified in the solicitation. All terms and conditions will be included in the solicitation. The anticipated release date of the solicitation is within the next 60 days on FedBizOpps web link. A closing date for receipt of proposals will be reflected in the solicitation. All interested parties must be registered in the Central Contract or Registration (www.ccr.gov). It is the responsibility of the interested parties to review the referenced web link frequently for updates. Potential offeror will be responsible for downloading their copy of the RFP and amendments, if any. Please contact the listed person for questions regarding the solicitation. The solicitation will identify how the Regional Contracting Office will address questions. This acquisition will be conducted as a total small business set-aside using FAR Part 15 procedures. The NAICS code for this acquisition is 541690 " Other Scientific and Technical Consulting Services.” It is anticipated that the resulting contract will include fixed unit price, indefinite quantity type line items and cost plus fixed fee type line items. The period of performance is a 12-month base period and three (3) 12-month option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract. All questions concerning this competition must be directed in writing via email to karina.levitas@dhs.gov and Christopher.wallis@dhs.gov. No questions or inquiries will be accepted by telephone or fax. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available. Therefore, no written, telephone or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including solicitation and any amendments, will be distributed solely through FedBizOpps site. Interested parties are responsible for monitoring this site to assure they have the most up-to-date information about this acquisition. Please contact the FedBizOpps Support group at fbo.support.gsa.gov; phone 877-472-3779 (toll free) regarding any download problems. Note 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice.
