- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) #F44610SAT09, to establish two Blanket Purchase Agreements for Satellite television service in accordance with the Statement of Work listed below and FAR 13.303. Submit written offers. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.bpn.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-30 and DFARS Change Notice 20090115. North American Industrial Classification Standard (NAICS) 515210 and Size Standard of $15.0 Million apply to this procurement. Statement of Work 1.0. DESCRIPTION OF SERVICES 1.1. SCOPE OF SERVICES: 1.2. Contractor shall furnish all labor, tools, parts, materials, equipment, facilities, transportation, supervision, and management necessary to provide a high quality satellite television signal and services for existing facilities and new requirements as they are identified and funded. This SOW is to provide a means for base customers to establish and fund satellite TV services via a single source. 2.0. SPECIFIC TASKS: 2.1. Installation services shall require at least one dish antenna per building, installation and programming of one satellite receiver per television location and installation of required cables from each dish antenna to receiver within the facility. 2.2. Programming shall include a variety of general entertainment programming to include but not limited to: local network channels (e.g. ABC, CBS,NBC, Fox), major network news stations (e.g. CNN, Fox News, MSNBC, TWC, and miscellaneous entertainment networks. (e.g. AMC, DIY, ESPN, HGTV, THC, TLC, etc.). 2.3. Services calls shall be handles promptly and repair person should be on-site within 3-business days of initial contact. 3.0. ASUMPTIONS: 3.1 Installation of dish antennas will be installed professionally and located in a discrete are of the building approved by the facility manager prior to installation. 3.2. Satellite receivers will be new/state-of-the art (not used or refurbished). 3.3. Transmission cables shall be shielded and adequate for transporting quality digital signals (e.g. quad shield, RG-6) and will be installed in a professional manor. Unless otherwise approved by the facility manager, in-wall and in-ceiling installation methods shall be used in conjunction with wall plates and modular connector jacks. Penetrations made to exterior walls will be discrete and pre-approved by the facility manager. 4.0 PERIOD OF PERFORMANCE: 4.1 This contract will be reviewed annually for renewal, renegotiation, or cancellation. 5.0.
