Description
POINT OF CONTACT FOR THIS ANNOUNCEMENT IS MRS. HILDA D. AYERS. SUBMIT QUESTIONS VIA E-MAIL TO: hilda.d.ayers@usace.army.mil. CONTRACT INFORMATION: This procurement is TOTAL 100% Small Business Set Aside. Surveying and mapping services are required for an Indefinite Delivery Contract for various projects for the U.S. Army Corps of Engineers, Wilmington District, South Atlantic Division. It is anticipated that two Indefinite Delivery Contracts will be negotiated and awarded for a term not to exceed a total of (5) years. Work under this contract to be subject to satisfactory negotiation of individual task orders, with the total of each Indefinite Delivery Contract value not to exceed $2,500,000 over the five (5) year life of the contract. The Government intends to initially award the contract for $500,000, with the reserved right to modify the contract amount to the full $2,500,000 value during the five (5) year life of the contract. Firms must be evaluated as Most Highly Qualified in order to be selected for a contract. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. The North American Industry Classification System (NAICS ) code for this action is 541370. PROJECT INFORMATION: Work consists of all types of surveys and the associated production of maps as well as CADD and GIS products. These surveys consist of topographic and hydrographic, including lake and river bottoms and offshore beach profiles, planimetric, cadastral, location, construction, layout, and route surveying. Horizontal and vertical control surveys up to first order accuracy are expected. CADD submittals will be required in Microstation and the AEC CADD Standard (.dgn files) along with InRoads surface modeling format (.dtm files). GIS submittals will be required in ESRI ArcGIS ArcView, ArcInfo, ArcSDE/SQL Server, and SDSFIE (Spatial Data Standards for Facilities Infrastructure and Environment). SELECTION CRITERIA: The selection criteria for this particular contract are listed below in DESCENDING order of importance. Criteria A-E is PRIMARY. Criteria F-G are SECONDARY and will ONLY be used as tie-breakers among technically equal firms. (A) Qualified personnel in the following key disciplines: North Carolina, Virginia, South Carolina, and Georgia Professional Land Surveyors, Survey Technicians, North Carolina, Virginia, South Carolina, and Georgia Professional Engineers, Engineering Technicians, CADD Technicians, Certified Hydrographers, Hydrographic Technicians, Geographers, and GIS Analysts. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. (B) Specialized experience and technical competence for all types of surveying and the associated production of CADD and GIS products. (C) Capacity to perform approximately $500,000 in work of the required type in a 1-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. (1) Firm must have the ability to provide a minimum of three (3) 3-man survey parties and two (2) RTK GPS hydrographic crews of competent personnel with the required equipment concurrently; (2) Firm must be able to respond on short notice and meet delivery schedules; and (3) Firm must have sufficient equipment to meet schedules. Firms responding to this notice must furnish a list of all company-owned and leased survey equipment, including boats and 4-wheel drive vehicles. (D) Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. (E) Knowledge of the Locality: Familiarity with the conditions, control and regulations effecting work in portions of North Carolina, Virginia, South Carolina, and Georgia. (F) SB and SDB participation: Extent of participation of small business, small disadvantaged business, historically black colleges and universities, and minority institutions in the proposed contract, measured as a percentage of the total estimated effort. (G) Equitable Distribution of DoD contracts: Volume of DoD contract awards in the last 12 months. SUBMISSION REQUIREMENTS: Interested Architect-Engineers firms having the capabilities to perform this work must upload Parts I and II of the SF 330 to https://sasweb.sas.usace.army.mil/aeselection/ by 4 P.M. Eastern Daylight Time on 16 APRIL 2009. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Any submissions received after the exact time specified for receipt is considered late and will be processed IAW FAR 15.208, Submission, Modification, Revision, and Withdrawal of Proposals. The entire submission of the SF 330 must not exceed 5 Megabytes and shall be submitted as one file using Microsoft Word (.doc) or Adobe Acrobat (.pdf). Part I of the SF 330 should not exceed 50 pages, including 15 pages for Section H. Resumes in Section E and example projects in Section F shall not exceed one (1) page each. Indicate in Section C.11 if the prime has worked with the team members in the past five (5) years. In Section G.26, include the firm each of the key personnel is associated with. Registration in the Savannah District electronic A-E Selection System is required and instructions may be found at the website above. FIRMS SHOULD BE REGISTERED WELL IN ADVANCE OF THE CLOSING DATE FOR SUBMISSION OF THE SF 330 AS THE PROCESS MAY TAKE 3-5 DAYS. FIRMS MUST INCLUDE THE DUNS NUMBER FOR THE OFFICE OF THE FIRM PERFORMING THE WORK IN SECTION B.5. OF THE SF 330. Cover letters and extraneous materials (brochure, etc.) will not be considered.
