- Solicitation Number: NHLBI-PB-(EB)-2009-111-JNB This is a solicitation for commercial items, prepared in accordance with the Format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(EB)-2009-111-JNB, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-30. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH) National Institute of Biomedical Imaging and Bioengineering (NIBIB), to procure a new Hot Cell, to replace an existing Von Gahlen Hot Cell, from manufacturer Capintec, Inc., 6 Arrow Road, Ramsey, NJ 07446. The sole source determination: is based on the fact that this new Hot Cell NIBIB intends to purchase from Capintec, Inc., will house an automated radiochemistry synthesizer, that requires minimal human manipulation, and hence limit the radiation exposure to the user and people in the lab. The Hot Cell has a unique design that can be used for automated synthesis and manual synthesis to fit NIBIB’s research needs. The purchase of this equipment is needed to continue on-going experiments within the PET Radiochemistry Laboratory, Radio Safety Project # 342; changes in supplies would be disruptive to experiments. Hot Cells are commonly used in the nuclear medicine industry and research facilities for the production of radiopharmaceuticals and the manipulation and dispensing of radiopharmaceuticals. The Hot Cells generally are the heavily shielded boxes to contain the radioisotopes and to limit the radiation exposure to the users emitted from the radioactive isotopes. NIBIB is in need of a Hot Cell which can work with fairly large amounts of radioactivity. Equipment includes a 1) Single Hot Cell – Three Part Horizontal Sliding Door Configuration: Welded stainless steel liner with drip edge in front, Internal dimension: 46 – 5/8” w x 44 – 7/8”h x 34-5/8”d, external dimensions, overall: 54”w x 44”d x 96”h with extended track (for full doorway opening): 67 – ¾”, Welded steel base 40-1/4”d x 52 -1/4”w x 41 – ½”h, Shielded on all sides, top and bottom with 2-3/8” (60mm) thick lead, 4 solenoid operated utilities with quick disconnects, 8” diameter exhaust pipe in roof, (2) quad electrical outlet boxes 115 VAC, 200W incandescent light fixture, Three part manual sliding front door. 12” x 12” x 6” glass – 17 -3/8” wide body shield (center door section) Glass density is 5.2 Grams per cubic centimeter. Both sides of glass protected with a ¼” thick piece of plate glass. Cell is equipped with penetrations for a dose calibrator (hole in base of cell) and a utility line, Color – Cream, Two openings for Telemanipulators – hole plugs supplied, storage under base. 2) Position Chamber Shield, 3) CRC-25R Dose Calibrator. The offer must include complete copies of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors Commercial: 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212- (a), The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation, and will be most advantageous to the Government, with price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representation and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to implement Statues or Executive Orders Commercial Items, Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities to respond to the requirement, by submitting a proposal. This notice of intent is not a request for competitive quotations, however, all responses received within 15 days from the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete this proposed acquisition, is based upon responses to this notice, and is solely for the purpose of determining whether to conduct a competitive acquisition. The Offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the delivery terms (Destination or Origin), the Duns and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE: In order to receive an award from the Government, the contractors must have a valid registration in the Central Contractors Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the items specified in this synopsis, should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis, or March 31, 2009 at 3:00 pm (DST), Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HG)-2008-111-JNB. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
