- Description
- The U.S. Environmental Protection Agency (EPA) has a requirement to purchase two (2) On-line Simultaneous NO, NO2, and NH3 Measurement Analyzers for the Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division, 2565 Plymouth RD, Ann Arbor, MI. As part of the Clean Air Act and its amendments, a variety of new emissions regulations have been implemented for diesel engines. The EPA has undertaken a comprehensive program to test up and coming technologies that will be used to meet new highway and nonroad emission requirements. Contractor will be required to provide a commercial analyzer for the simultaneous on-line measurement of NO, NO2, and NH3 from both compression and spark ignition engine exhaust. The analysis instrument shall be optimized to measure fast, dynamic, and on-line with a T90 of <5 seconds, with a data system and interface(s) that have at least the following ranges, NO - 0 to 500 ppm, NO2 - 0 to 250 ppm, and NH3 - 0 to 250 ppm, have a measurement accuracy of +/- 2% of full scale; drift < 1% over 12 hours; linearity < 1% of full scale. A complete set of specifications will be available in the solicitation. The North American Industry Classification Code (NAICS) is 334516. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items and Part 13. One or more of the items under this acquisition is subject to Free Trade Agreements. The requirement is being conducted as a full and open competition. Award will be made on a Best Value basis. All responsible sources may submit a proposal which shall be considered by the agency. The Government anticipates award of a Firm-Fixed Price type contract.
