Notice Type: Combined Synopsis/Solicitation 5. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. 7. This action is being set aside for small business participation. 8. BID SCHEDULE Team facilitation services 80 hours, (estimated, not to exceed) Price per hour$_______________________ Payment for travel, lodging, or transportation is not authorized. Place of performance is Philadelphia, PA 19106. 9. Specifications:a. Objectives: The objective of the services encompassed by this contract is to guide and counsel employees to maximize staff resources toward mission priorities and minimize conflict that prevents achieving those objectives and to consult with the park superintendent to guide top leadership in managing the park staff. An objective, outside professional with a background in clinical and/or counseling psychology, organizational assessment, performance, and team/management development can assess, coach and counsel employees (staff, supervisors, or managers). The contractor may provide recommendations for moving forward productively using organizational development, team building, coaching, facilitation and related resolution techniques to the achieve following ends: "A productive, motivated staff with high morale"Exceeding expectations of internal and external customers "Strategic approaches to program and personnel management"Clear goals and objectives"Open communication, laterally and vertically b. Management Consultation Services: These services may range from brief discussions with individual supervisors or managers; multiple sessions of coaching and follow-up; to short or long-term work with management teams in the same or multiple organizations. The following general activities comprise the requested scope of the contract. Facilitate Park Team Meetings: Two teams have been formed - 1) supervisors and 2) a volunteer staff and supervisor team. These teams are charged with producing a vision for the division and a plan to change the culture and implement recommendations, where competing interests may exist. A professional facilitator can assist in cutting through parochial interests and keep the team focused on the task at hand in view of the greater agency good with which the team was chartered. The facilitator can also assure that individual team members have an equal chance to air his/her views and contribute in spite of varying team member personalities that might dominate team meeting proceedings. Provide Training as part of Supervisory team- Skill building training that is integrated into larger agency goals/development can be a effective in reaching agency and departmental goals, improving morale, enhancing quality of work life and addressing needed changes in the workplace. Providing input to management, being able to provide feedback on training direction, developing and providing training would be an additional resource in delivery of consultation services to the customer. Coaching Leaders- Individual sessions with park supervisors may be scheduled on an ad hoc basis due to incidents requiring management action. Such incidents might include, but are not limited to, employee performance or behavior issues; an indication that claims of disparate treatment, hostile work environment, discrimination, etc. may arise; customer service problems are encountered; or strained interpersonal relations are occurring between employees or supervisors and employee(s). Such sessions will be billed on an hour-by-hourly basis, generally occurring before the manager/supervisor reacts to the situation. Hourly sessions can include post mortems to assess how well the counseling/coaching suited the outcome from the action taken. c. Contractor Quality Control: The Contractor shall furnish a monthly report to the Superintendent providing status updates and advice for her in managing the situation. The Contractor shall provide written copies as well as electronic files saved in an acceptable Microsoft Word/Excel format. d. Timeline: This contract will be for one base period commencing on or about April 15, 2009 - Sept. 30, 2009 plus two option years. The option periods have an estimate of five hours every other week. (5 hours X 26 weeks = 130 hours). The option periods will be from October 1, 2009 - Sept. 30, 2010 and October 1 2010 - Sept. 30, 2011. Options are exercised at the discretion of the government. Options are subject to funds availability. 10. Minimum Qualifications and Experience Requirements for Providing Quotes: The contractor must possess staff with academic credentials, knowledge, skills, ability, and experience in the following areas: a. PhD., Psy.D., Ed.D., or Master's degree with emphasis in clinical and/or counseling psychology, family studies, and/or organizational performance/management development as a consultant. b. Experience in clinical, counseling, or organizational assessments of workplace conflict situations involving groups or individuals; recommending interventions involving individual guidance, team building, management coaching, or other training and techniques to resolve or prevent conflict and improve interpersonal relationships and productivity. c. Familiarity with and experience in assessing discrimination and equal employment opportunity allegations, with particular emphasis regarding disparate treatment, workplace violence, and hostile work environment. d. Experience preparing for and testifying as an expert witness or advising attorneys involved in administrative or court proceedings. e. Experience with and demonstrated ability preparing reports and maintaining objectivity and confidentiality with respect to discussions with attorneys, supervisors, and employees. f. Experience in working with government agencies and familiarity with federal policies, rules, and law as they relate to human resource management. 11.
