Market SurveyM1029, 40mm Non-Lethal (NL) Crowd Dispersal Cartridge The U.S. Army, Contracting Command, Joint Munitions and Lethality ContractingCenter, on behalf of the Office of the Product Manager, Close Combat Systemsand the U.S. Army Research, Development, and Engineering Command, ArmamentResearch, Development and Engineering Center (RDECOM- ARDEC), PicatinnyArsenal, NJ are currently seeking potential sources for the manufacture,inspection, testing, and delivery of M1029, 40mm Non-Lethal (NL) CrowdDispersal Cartridges. This round is intended to delay, deter, distract, andincapacitate the 95th percentile male at ranges of fifteen to thirty meters.This round must use rubber ball sub-munitions and be capable of providing aneffective NL crowd control measure on targeted individuals through bluntimpact kinetic energy. The cartridge must be compatible with the M203 andM320 Grenade Launchers. Respondents should provide information to demonstratea ninety percent probability of hitting four of five standing E-Silhouettetargets, standing shoulder to shoulder, at distance of thirty meters, using afifty shot grouping. Interested parties that believe they can meet the above requirements shallprovide their capabilities in manufacturing and testing. Interested Firmsshould adequately describe their experience in 40mm NL cartridges. Responsesshould include their current business structures: (a) name of Company-includecontact persons name, technical point of contact, company address, telephonenumbers (voice and fax), e-mail address, (b) Company size (i.e. large,foreign, small disadvantaged, veteran owned, woman owned, etc). Interestedcompanies should provide minimum and maximum monthly production and associatedshifts. A respondent to this survey should be able to show adequate technicaland manufacturing capability (i.e. manpower, facilities, and identify anyautomation) and good past performance for same or similar items. Respondentsare encouraged to submit their qualification data, Acceptance InspectionEquipment (AIE), International Organization of Standards (ISO) Certification,and any other documentation with regard to the M1029, 40mm Non-Lethal (NL)Crowd Dispersal Cartridge. Please identify any proprietary informationsubmitted. This market survey is for information and planning purposes only, does notconstitute a Request for Proposal (RFP), and is not to be construed as acommitment by the U.S. Government. The Government implies no intention oropportunity to acquire funding to support current or future productionefforts. If a formal solicitation is generated at a later date, a solicitationnotice will be published. No award will be made as a result of this marketsurvey. All information is to be submitted at no cost or obligation to theGovernment. The Government reserves the right to reject, in whole or in part,any private sector input as a result of this market survey. The Government isnot obligated to notify respondents of the results of this survey.
