Description
This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential qualified small businesses, 8(a) businesses, Historically Underutilized Business Zone (HUBZONE) companies who can perform the Architect/Engineering service described herein. NAVFAC Washington will use the responses to this Sources Sought Synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis has been reviewed, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The general scope is as follows: Navy regulations require that Navy activities' water systems comply with all applicable Federal, State, and local safe drinking water regulations in addition to Navy policies. NAVFAC Washington performs regular bacteriological monitoring of potable water at each installation in accordance with the most recent Total Coliform Rule (TCR) Sampling Plan. Additional sampling and analyses for environmental conditions including, but not limited to water quality, tank remediation, wastewater, installation restoration, miscellaneous liquids, miscellaneous solids, hazardous waste, air emissions, industrial hygiene work, and special tasking may also be required on an as-needed basis. The Contractor shall provide the personnel required to collect environmental samples at Government Installations and/or perform all chemical and biological laboratory analyses of environmental samples. The Contractor shall perform the required laboratory analytical services to the defined detection limits. This contract includes the furnishing of all labor, transportation, materials, equipment, supplies, facilities, utilities, supervision, quality assurance, and quality control (QA/AC) required for the preparation of sample plans, sample collection, sample pick up, field analysis, field inspection of monitoring/collection equipment, flow measurements, operation of an analytical lab, sample analysis, preparation and maintaining a chemical hygiene plan, laboratory QA/QC plan, preparation and maintenance of a Hazardous Material Use List, and recording and reporting of analytical data regarding water, wastewater, and miscellaneous media submitted by the Government. Miscellaneo! us media samples shall include gases, liquids, solids, sewage, sediments, sludge, oils/fuels, and hazardous materials. Some samples may contain trace amounts of nitrate esters. The Contractor shall properly identify and dispose of all materials and equipment used in the performance of this contract. Responsibility for the cost of disposal will depend on the Installation, and will be agreed upon by the Installation and Contractor at the beginning of each sampling or analysis task. Sites to be supported by this Indefinite Delivery/Indefinite Quantity contract may include, but are not necessarily limited to the following: Naval Air Station, Patuxent River, MDWebster Outlying Field, MDSolomon's Island, MDNaval Surfaces Warfare Center, Dahlgren, VANaval Support Facility, Indian Head, MDNaval Surface Warfare Center, Indian Head, MDNaval Surface Warfare Center, Carderock Division, MDUnited States Naval Academy, Annapolis, MDNaval Station, Annapolis, MDWashington Navy Yard, DCAnacostia Annex, Washington, DCPotomac Annex, Washington, DCNaval Observatory, Washington, DCNaval Maritime Intelligence Center, Washington, DCArlington Service Center, VANational Naval Medical Center, Bethesda, MDNaval Research Lab (including outlying Chesapeake Bay Detachment), Washington, DCNSA Thurmont, MDMarine Corps Base, Quantico, VA TCR Plan:The plan includes the following: sampling parameters including total coliform, pH, residual chlorine, temperature, and heterotrophic plate count (one per facility per month); fecal coliforms or E. coli as required, the attached regular (first round and second round) and repeat sampling locations, alternate sampling locations and the attached total coliform summary report. The Contractor shall follow the requirements of 40 CFR 141 and applicable Total Coliform Plan for performing repeat sampling due to positive total coliform test results. The Contractor shall inform the Customer within 24 hours of positive total coliform test results. The Contractor shall inform the Customer on results of repeat sampling before proceeding with further tests. The Customer may also require the contractor to perform further analysis for total chlorine, ammonia, nitrates and nitrites to address specific water quality changes. TCR TimelineUpon completion of the monthly sampling and monitoring, the Contractor shall provide the analysis results in the Customer's report format. These reports shall be e-mailed to the Customer no later than the third day of the following month. The Contractor shall provide the Customer with a hard copy of the report within five working days of the following month. The contractor shall make same day telephone reports whenever any analysis result is a positive result for coliform bacteria in drinking water samples. Additional Sampling and Analysis: Additional Water Quality TestingAdditional water quality testing may include, but is not limited to lead, copper, and disinfection byproducts. The Contractor shall follow the requirements of 40 CFR 141. Water quality sampling will be done as requested by the Customer. Wastewater Sampling and AnalysisSampling shall support wastewater treatment plant and industrial permit requirements as outlined by the issuing authority and National Pollutant Discharge Elimination System (NPDES) permits. In addition, oil/water separators shall be sampled for parameters delineated by the Government, on an as needed basis. Samples may consist of liquid, solid and/or semi-solid matrices. The contractor shall immediately report by telephone when abnormal sample conditions are observed. Abnormal sample conditions include when a sample shows a lack of homogeneity (i.e., sample has excessive sediment, excessive amount of floating material, or physical appearance is markedly different from that observed for any previous samples collected from a particular sampling point, including odor and color.) Tank Remediation Sampling and AnalysisAll sampling shall meet requirements outlined in applicable State or EPA regulations, and/or any current state-issued permits. Sample media shall include soil, water, air, and/or free product. Standard turnaround time shall be two weeks, unless otherwise specified by the Government. Installation Restoration Sampling and Analysis Laboratories performing sampling and analysis related to Navy Installation Restoration sites shall possess current Navy Installation Restoration certifications. All work performed on Navy Installation Restoration sites is governed by directives found in CERCLA. All purge water shall be collected and disposed of as directed by the Government. All personnel entering such sites shall possess proper training and personal protective equipment (PPE). Miscellaneous Liquid Sampling and AnalysisMiscellaneous liquids may include hazardous wastes, petroleum products, fuels, foams, and both viscous and non-viscous liquids. All sampling shall be conducted using approved EPA methods, Standard Methods and/or American Standards for Testing Materials (ASTM) methods. Miscellaneous Solids Sampling and AnalysisMiscellaneous solids may include hazardous wastes, fuels, plastics, metals, and/or semi-solids. All sampling shall be conducted using approved EPA Methods, Standard Methods and/or ASTM methods. Hazardous Waste Sampling and AnalysisHazardous Waste can include liquids, solids, semi-solids, air, and vapors. Sampling and analysis shall be in accordance with EPA SW846 Methods, or any other methods approved by RCRA. Hazardous waste screening methods may be utilized if so directed by the Government. Personnel performing the sampling shall be properly trained and will have completed an approved 40-hour HAZWOPER course to include respirator certification and PPE training. Air Emissions Sampling and AnalysisAll sampling and analysis shall conform to permit requirements as stipulated by the permitting authority. Additional air emissions sampling and analysis may be performed on an as-need basis. Industrial Hygiene Work Sampling and AnalysisIndustrial Hygiene Work may consist of asbestos surveys, lead-based paint surveys, sick-building investigations, mold/fungus investigations, and various other surveys as identified by the Customer. Special Tasking Sampling and AnalysisSpecial Tasking may consist of pond and/or estuary investigations, agriculture plot sampling, unique one-time only sampling, and special sampling related to non-routine projects. Sampling and Analysis Timelines:A turnaround time for the laboratory analysis is a critical component for performance under this contract. Tasks not completed and submitted within prescribed time constraints could result in the issuance of financial or other penalties against the Government. Any resulting financial or other penalties incurred against the Government, under this contract, shall be the responsibility of the Contractor. Some circumstances require turnaround of analytical results sooner than the standard turnaround times agreed upon by the Government. Required emergency turnaround times will be coordinated between the Government Representative and the Contractor on a case-by-case basis. The Contractor must contact the Customer immediately when laboratory results are in violation of regulations, exhibit abnormal conditions, or are exceptions to NPDES permit conditions. Computer Applications: Some Customers may maintain a computer application to track and report sampling and analysis data along with environmental compliance information (sampling module). Upon award of this contract or following delivery orders, the Customer will identify work that must be entered into the module and provide the Contractor access to the module. Likewise, the Contractor will provide access to a real-time database to allow the Customer a preview of the results before the hard copy arrives via mail. Contractor Requirements: The Contractor shall have the all required certifications, including an SIC Code of 8734 (Laboratory Testing). Certifications shall be current and maintained throughout the life of the contract. Copies of the revalidated certifications shall be submitted to the Contracting Officer. All work and services shall be performed by a laboratory certified by the EPA, and the State in which the sample is collected (if that State has such a certification program) to perform bacteriological and chemical analyses. For the purposes of this document, State will refer to Commonwealth of Virginia, State of Maryland, and the District of Columbia. Loss of State or federal certification, and/or failure to correct deficiencies when given notice by the State or EPA, will be sufficient reason for termination of the contract for default. Additional or new requirements for certification may be identified during the life of this contract and included with the approval of both the Contractor an! d the Contracting Officer. The Contractor shall also successfully complete the Navy's evaluation process. All personnel working with the Contractor must also have all necessary documents, certification, and equipment required for their tasks. The duration of the contract will be for the period of five years total - one basic contract year, with the possibility of four one-year options. Offerors having the capability to perform this work are invited submit a response by 2:00 PM on 30 March 2009. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will on be used for the purposes intended.
