Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number for this Request For Quote (RFQ) is Q150009A009. This acquisition is a 100% set aside for small business; the associated NAICS code is 562991, and the small business size standard is $7,000,000 annually. The government will award a firm-fixed-price (FFP) contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, is the lowest price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The government may elect to award without discussions. The contract for sludge hauling will be awarded on or about March 31, 2009. The magnitude of the purchase is between $25,000.00 and $100,000.00. BASIN DEWATERING AT THE WASTWATER TREATMENT FACILITYMOUNT RUSHMORE NATIONAL MEMORIAL SCOPE OF WORKMount Rushmore National Memorial requires wastewater/sludge to be pumped from basins at the Wastewater Treatment Facility, transported and disposed of at a South Dakota Department of Environment and Natural Resource (DENR) site in accordance with DENR Regulations. Equipment must be able to pump/vacuum sludge from the bottom of a 17 foot deep tank. Hauling tanks must have a minimum capacity of 3,000 gallons. Following are anticipated requirements: Springtime Basin Restart*First or second week of April*As much as 45,000 gallons to be pumped and hauled during 5 consecutive 8 - hour work days*Equipment must be able to pump/vacuum sludge from bottom of 17' deep tanks Fireworks Event*Pump and haul approximately 45,000 gallons the week of July 3rd through July 7, with aminimum of 12,000 gallons to be pumped and hauledon July 4th.*Capable of performance any day during that week*Capable of pumping and hauling 4 ea 3,000 gallon loads on any day Miscellaneous Cleaning*At other times during the performance period, be capable of pumping and hauling as needed. The costs associated with this project shall not exceed $17,500.00 per fiscal year. This solicitation will be used to determine the best price for the services required. It is the intent of the National Park Service to establish an Indefinite Delivery/Indefinite Quantity contract with the Vendor who can meet all the requirements at the lowest price. A base year agreement will be established for the period March 31, 2009 through September 30, 2009 with an option year period of October 1, 2009 through September 30, 2010. The selected contractor must agree to the Terms and Conditions following: 1.DESCRIPTION OF AGREEMENT:The contractor identified above agrees to provide the services specified in solicitation #Q150009A009 during the period March 31, 2009 through September 30, 2010.2.EXTENT OF OBLIGATION:The Government is obligated only to the extent of authorized orders actually placed against this contract.3.PRICING:The price of $_______________per gallon for pumping and hauling on regular workdays and $_______________per gallon for pumping and hauling on the Fourth of July, charged to the Government shall be as low or lower than the unit price charged the contractor's most favored customer for comparable services under similar terms and conditions.5.AUTHORIZED INDIVIDUALS:The following individuals are the only individuals authorized to place orders against this contract: Rod Hart, Utility Systems Operator; Al Sage, Facility Supervisor; Clif Esper, Maintenance Mechanic or Sue C.
