Description
The Uniformed Services University of the Health Sciences (USU), the Department of Defense (DoD) Medical School and Health Sciences University located in Bethesda, Maryland hereby announces its intent to contract on a sole source basis with Partners in Medical Education Inc. for consulting and an internal review of the National Capital Consortium (NCC) and all of its 65 graduate medical education programs in preparation for an Accreditation Council for Graduate Medical Education (ACGME) review. Partners in Medical Education Inc. is located in Irwin, PA. The anticipated period of performance is 3 to 6 months and is expected to begin around 23 March 2009. The applicable NAICS code is 541618, Other Management Consulting Services with a size standard of $7 million. The NCC ( http://www.usuhs.mil/gme/index.shtml ) is the sponsoring institution for 65 graduate medical education programs with 687 training physicians from the Armed Forces. Each program undergoes periodic reviews by the accrediting body, which for residency programs is the ACGME. In addition to each individual program undergoing accreditation, the sponsoring institution, the NCC, is reviewed and accredited as well. The size and scope of the NCC adds great complexity to the review process and the accreditation of all of the 65 programs hinges on a successful accreditation of the NCC as the sponsoring institution. It is anticipated that the internal review will require (at a minimum): 1. Review the letter of report from the past Institutional review, review citations and provide recommendations 2. Review Institutional medical education policies and procedures for compliance and provide recommendations 3. Review affiliation agreements and letters of agreement for compliance 4. Review GME committee structure and process and provide recommendations 5. Review GME committee minutes for last 6 months 6. Review our Internal Review Policy and reports for all programs 7. Review due process, grievance policy and procedures 8. Review general competencies for compliance 9. Assist in the development of the Institutional Review Document (IRD) with all attachments 10. Conduct a Mock Site Visit Optional services include: 1. Final review of the draft IRD 2. Review of all required policies with written recommendations for revisions 3. Faculty Development Workshop (on-site); contents based on a needs assessment 4. Short term consulting services (i.e. review of program documents, conference calls, and other similar activities) conducted via email, documents, or telephone consultation 5. Short term consulting services to be conducted on-site Partners in Medical Education Inc. is the only vendor that has current and working knowledge on the ACGME requirements and has experience with a full-scope review for a consortium or institution equivalent in size and complexity to the NCC. This award is IAW FAR Part 13.106-1(b)(1) and authorizes USU to award contracts when only one source and no other supplies or services will satisfy agency requirements.
