NAICS Code: 339999 Request for Quote RFQ-DC-09-00151Anaerobic Chamber This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued.The Request for Quote number is RFQ-DC-09-00151 for this requirement. This RFQ incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-30. This procurement is a total small business set aside per FAR 19.5. The applicable NAICS code is 339999. It is the Government's intent to award a Purchase Order by April 1, 2009 for the requirement below: The Environmental Protection Agency's Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) requires an anaerobic chamber with the following specifications: 1.The unit must fit into a space of 48" x 80" (DxW).2.Heater: The entire chamber (43 cubic feet) must be convertible to an anaerobic incubator at 36 +/- 1?C with capacity of up to 1000 plates. When the smaller incubator placed inside the chamber reaches overflow capacity, the heater is turned on to convert the ambient temperature inside the chamber to 36 +/- 1?C to accommodate all testing reagents/materials. 3.The unit must have a usable workspace of a minimum of 13 square feet and interior space of 43 cubic feet with large pliable attached vinyl glove ports of a minimum size of 11" W x 17" H with attached latex gloves. The glove ports must be constructed of highly flexible 15 mil. PVC. 4.The unit must be equipped with an Oxygen/Hydrogen analyzer inside the chamber that constantly monitors both oxygen (0-1999 ppm) and hydrogen (1-100%) levels within the chamber and must have audio and visual alarms to indicate high levels of oxygen and high and low levels of hydrogen. The analyzer must display a constant LED display monitor to keep the users continually informed of minute changes and provides the operator the opportunity to make adjustments. 5.The unit must be equipped with a re-circulating atmospheric HEPA filtration system that filters the chamber atmosphere and controls contamination by particles 0.3 micron and larger. It must be capable of drawing internal atmosphere out of the chamber, through the external filter and back into the chamber. 6.The unit must have automatic airlocks that are equipped with an advanced electronic program that allows adjustments in number of cycles (a multiple vacuum/purge procedure), calibration of pressure sensors, and programmable profiles, depending on the type of work done in the chamber. 7.The unit must be equipped with a gas injection system that injects the hydrogen gas mix into the chamber on a fixed time schedule for a fixed time period, allowing users to leave the chamber unattended for days at a time. 8.The chamber must be equipped with large capacity automatic dehumidifier to condense moisture and drain the excess moisture to outside from the chamber without using a desiccant. Specifically, a quote is requested for an anaerobic chamber. The response shall be delivered within 30 days of award of a purchase order in an electronic format. The electronic documents shall be Section 508 Compliant (http://www.access-board.gov). The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. Quotes are requested by 9:00 AM on Friday, March 20, 2009 and may be submitted via e-mail to jemmott.abbie@epa.gov.
