Description
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0116-S-09-0029 on or about March 30, 2009, for the ISO Helicopter Use project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 30, 2009, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS. The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing. PROJECT DESCRIPTION. This project consists of furnishing flight services, fully contractor operated and maintained, under the direction and control of the Forest Service. The need consists of one Type III, singe engine, 4-7 passenger, pop-out float equipped helicopter. The Forest Service anticipates locating the base in Juneau, Alaska. Temporary alternate bases throughout Southeast and Southcentral Alaska may be assigned. The mandatory availability period of performance is June 15 through September 15. The helicopter will be used in the maintenance of mountain-top radio repeater sites on the Tongass and Chugach National Forests in Southeast and South-central Alaska. Typical repeater site would require a pinnacle approach to a peak as high as 5,500 feet MSL. It may also be used occasionally for the administration and protection of Public Lands. During the Mandatory Availability Period and any extensions thereof, the aircraft will be made available for the exclusive use of the Government. Contractor will be required to be certificated under 14 CFR, Parts 133, 137 and 135, Air Taxi Operators & Commercial Operators for the category and class of helicopter required under the contract. The term of the contract will be one year with options to renew for two additional years. Due to the mobile nature of this mission the contractor shall be prepared to purchase fuel from commercial aviation fuel vendors’ through-out Southeast and South-Central Alaska. Helicopter will be used in support of ISO radio program requirements in Southeast & South-Central Alaska. Program requirements include transportation of passengers, freight and radio equipment to and from Forest Service mountain top repeater sites. Other work may include transportation of passengers, freight, conducting wildlife surveys, wildlife tracking, fire reconnaissance, fire suppression, law enforcement reconnaissance, and search and rescue. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Internet. However, a prospective bidder may request a paper copy by faxing a note to 907.228.6254 specifically requesting a paper copy of solicitation AG-0116-S-09-0029. In such a case, a copy will be put in the mail. Telephone requests cannot be honored. FOR MORE INFORMATION.
