- Notice of Intent The 10 th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to purchase, on a Brand Name Only basis one (1) Cirrus HD-OCT 3.0 High Definition Spectral Domain Imaging unit manufactured by Carl Zeiss Meditec based on the following justification. The unit will provide for OCT Scanning, Fundus Imaging, Focus Adjustment Range and Internal and External Fixation. The required pupil size is a minimum of 2.5mm and 3.0mm optimum. In order to safely diagnose laser surgery for potential candidates, the unique imaging details of the Zeiss Cirrus are required to facilitate clinical decision-making and identification of disease. Volumetric (3D) and high-definition line scans of the retina for precise detail of retinal tissue and pathology must be obtained through use of spectral domain technology. Visualization of retinal structure necessitates a high definition OCT scan and LSO fundus images capability. Critical, at-a-glance details of histology and pathology require the use of HD layer and thickness maps provided by the Cirrus. An automated visit-to-visit patient registration and recall is essential to assure patient position and instrument setting are repeated at each visit and the overlay of the OCT fundus image from the previous scan must allow for verification of scan position. A printer and table and 2 operator's manuals, 2 service manuals and a one warranty are required. Retinal Enhancements/Glaucoma Analysis capabilities will be enhanced when used in conjunction with an existing Zeiss system at the USAFA. No used or refurbished equipment is authorized. The North America Industry Classification System Code [NAICS] is 423460 and the size standard is 100. Any company believing they can provide an equal product meeting the functionality as identified above must submit their technical data (2 pages or less) to support their claim no later than 18 March 2009. An equal product must also be compatible with the existing retinal enhancements/glaucoma analysis system in use at the USAFA Ophthalmology Clinic. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.
