- The intent of this synopsis is to request bids through the IFB Proceedures for exterior repair of the NAPS Gym, Bldg 302, Naval Station Newport, Newport, RI. A.CONTRACTING ACTIVITY: NAVFAC Mi-Atlantic, FEAD Office, Naval Station Newport B.NATURE AND DESCRIPTION OF THE ACTION: This is a contract action using IFB solicitation methods, is for the exterior repair of the NAPS Gym, Bldg. 302, Naval Station Newport, Newport, RI. 4 options will be assessed and awarded at the time of the award or up to 30 days after award and that will be awarded based upon the need of the Navy and the amount of funding that is available at the time of award. These options will be authorized under FAR 17.202(a). C.PROJECT INFORMATION: The Naval Facilities Engineering Command, Mid Atlantic, Newport, proposes to enter into a capital improvement construction contract for Bldg. 302. Basic Bid:The basic bid will be for the exterior Wall Renovations and Window Replacement. The work included in this line item includes all work complete for the exterior wall renovations and window replacement in accordance with the drawings and specifications but not including the work indicated or specified in any other line items which are priced individually. NAVFAC intends to award this contract to a small business concern.a) Demolish and dispose of wood framed storage shed on the North Elevation including roof covers, framing, exterior siding, sheathing, floor framing and concrete footings. Coordinate electrical disconnection.b) Demolish roof canopy over exterior double doors at northeast corner of building.c) Remove and dispose of all wood and metal framed window systems, exterior wood trim and select window framing. Install new insulated glass, hurricane approved and blast resistant wood windows, exterior trim and select wood framing. Infill windows with wall components at select locations as indicated on the Contract Drawings. Windows shall comply with SHPO approval.d) Remove and dispose of all wood siding, trim, dampproofing, sheathing, and the lower 24 inches of all wood stud framing. Install new portions of wood framing, sister replaced portions, install wood sheathing, dampproofing, drainage matrix, wood siding and trim to match existing.e) Remove and replace deteriorated portions of interior plywood (1,600 square feet allowance). Deteriorated sections shall be identified by the Contractor and the Contracting Officer prior to any removals. Paint to match adjacent interior finishes.f) Remove and dispose of wood foundation sill. Cut portions of the sub-floor to install new pressure treated wood sill.g) Remove and replace additional deteriorated studs, (1,000 linear feet allowance). Deteriorated studs shall be identified by the Contractor and Contracting Officer prior to any removals.h) Selectively remove and replace deteriorated 2 x 10 (nominal) diagonal wood bracing (1,000 linear feet allowance). Deteriorated sections shall be indicated by the contracting officer and contractor prior to removal.i) Demolish and construct new main entrance canopy and support system. Install thermoplastic roof cover system atop newly rebuilt structural roof deck.j) Coordinate and install new exterior surface mounted conduits and wirings with that of the exterior wall component work.k) Perform spall and crack repairs at the concrete foundation wall.l) Remove, store and reinstall mounted basketball backboards and scoreboards.m) Remove and replace failed expansion/control joint sealant at concrete foundation wall.n) Should Option 1 - Roof renovations not be selected, temporary removal, storage and reinstallation of downspouts, straps and gutters required. Bid Option 1: Roof Renovationsa) Remove and dispose of fully adhered elastomeric (EPDM) roof membrane, sheet metal flashings, strippings, mechanically fastened wood fiberboard, gutters, downspouts, perimeter wood blocking, and associated items down to the structural wood decking from the barrel vault roof. Install new thermoplastic roof system, coverboard underlayment, sheet metal gutters, downspouts, flashings, and associated components.b) Remove and dispose of asphalt shingles, felt underlayments, sheet metal fascias and flashings, and associated components down to the structural wood decking from multiple steep sloped roof areas. Install new asphalt shingle system with underlayments and sheet metal flashings.c) Remove and dispose of mineral surfaced asphalt roll roofing, felt underlayments, sheet metal fascias and flashings, and associated components down to the structural wood decking from multiple low sloped canopy roof areas. Install new thermoplastic roof system, rigid insulation, coverboard, sheet metal flashings and associated components.d) Remove and replace deteriorated portions of structural wood deck (allowance of 1,600 sq. ft.). Deteriorated sections shall be identified by the Contractor and Contracting Officer prior to any removals.e) Coordinate and install new sheet metal gutter, outlet tubes, strainers, downspouts and straps with that of the thermoplastic roof and underlayment system and the exterior wall component installation.f) Install snow guards, continuous along the east and west elevations of Roof Area "A". Bid Option 2: Site Drainage Work.a) Remove and dispose of existing bituminous and cast concrete drainage gutters at the perimeter of the building. Install new 2" crushed stone splash pad and associated materials.b) Remove grade to install new HDPE drainage pipe where indicated on the contract drawings.c) Remove and dispose of abandoned concrete slabs at southwest corner of building.d) Remove and replace concrete walkway where designated on contract drawings.e) Clean debris from existing catch basins.f) Regrade the north and west side area to provide positive drainage to the adjacent street Bid Option 3: Arch repair work.a) Coordinate the installation of sheet metal flashings at laminated wood arches with that of the siding and wall component installation.b) Remove elastomeric coating material at concrete column base pads and perform concrete spall and crack repairs. Install new coating following repairs.c) Remove paint from arch truss cladding and undersides of arches. Prepare, prime and paint arch truss clapping and underside. Bid Option 4: Door Renovations.a) Remove and replace metal door hardware at all exterior door locations. Remove existing paint, prepare and paint metal door leafs prior to hardware installation.b) Remove and replace metal door leafs at interior vestibule at the main entrance. Provide doors with new hardware. The base contract will have 270 days to complete after award. Option 1 will have an additional 90 days to complete beyond the basic contract if it is awarded. Options 2, 3, and 4 will not be given any extra amount of time for completion. D.ADMINISTRATIVE INFORMATION: This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern. Interested parties should respond no later than March 7, 2009. The basic contract must be awarded for this project. The options may be awarded at the discretion of the Navy. The Invitation for Bids (IFB) for the Construction Contract will be released for advertisement through NECO.
