Description
The Space and Naval Warfare Systems Command in support of Naval SeaSystems Command, Program Executive Office, Littoral & Mine Warfare (PEOLMW), Maritime Surveillance Systems (MSS) Program Office PMS 485 intends toaward a sole source, level of effort Task Order for engineering, maintenance,and logistic services in support of the SURTASS Low Frequency Active TransmitSubsystem to BAE Systems. Currently, the Active Transmit Subsystem isinstalled on the USNS IMPECCABLE (T-23) Surveillance Towed Array SensorSystem (SURTASS) Low Frequency Active (LFA) platform. In addition, theCompact Low Frequency Active Transmit Subsystem (CLFA) is aboard the USNSABLE (T-20) SURTASS platform. These systems were procured from BAESystems of Nashua, NH who is the single source of expertise for this uniquetechnology. Once integrated with the platform, system verification testing of CLFA revealedthe need for some minor design revisions and additional testing. The effort tobe contracted includes these design revisions and an extended testing effort.The proposed contract action would not exceed 6,000 staff hours ofengineering services in the years FY09 and FY10. The Government believes that BAE Systems of Nashua, NH with their previousrequisite knowledge, technical expertise, and existing extensive facilitieswithCLFA is the only contractor that can accomplish these requirements to provideat-ship support, engineering studies, maintenance support, drawing support,maintenance manual support, training support, and program managementsupport for the operational LFA and CLFA in the fleet for PMS 485. BAESystems of Nashua, NH is the only contractor that can accomplish theserequirements without substantial duplication of cost that would not be expectedto be recovered thru competition and without unacceptable delays. Authorityfor other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR6.302-1, Only One Responsible Source and no other supplies or services willsatisfy agency requirements. It is anticipated this Task Order on contract number N66001-06-D-0037 will beimplemented in April 2009.
