- This is a SOURCES SOUGHT NOTICE. This is a Sources Sought Notice; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Gulf Coast Veterans Health Care System has been tasked to solicit for and award a Capitated (Per Member/Per Month) Community Based Outpatient Clinic (CBOC) in Bogalusa, LA, to service the areas of Washington Parish, LA; Marion County, MS; Pearl River County, MS; and Walthall County, MS. It is estimated that there is a population of approximately 9,727 Veterans in the area being served (2009 Data). The proposed project will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Business Community to include Small Business or Large Business, Veteran Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZONE, 8(a), etc., to complete and perform an IDIQ contract. Again, the type of solicitation to be issued will depend upon the responses to this Sources Sought Notice. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The requirements include but are not limited to the contractor providing primary care services for eligible Veterans in area of Washington Parish, LA; Marion County, MS; Pearl River County, MS; and Walthall County, MS.. The contractor will be responsible for providing health care providers, medical facilities, equipment and supplies, emergency-fill pharmaceutical prescriptions, and administrative functions to fulfill the level of care and range of services necessary to meet the primary medical needs of enrolled patients. Further, the contractor will be responsible for the administration and management of all aspects of a resultant contract to include all employees, agents, subcontractors and any other entity acting for on behalf of the contractor. The duration of the requirement is for one year from date of award with up to four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621498. The Small Business Size Standard for this acquisition is $10M.
