Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. Although the FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division Newport, (NUWCDIVNPT) RI intends to acquire engineering services in support of Intelligence, Surveillance and Reconnaissance (ISR) systems and equipment aboard U.S. Navy submarines. Specific tasks will include planning, development of alteration plans and procedures, assembly, fabrication, installation, testing, repair, and refurbishment of ISR systems and equipment. This is a new requirement. Full and open competition will be used. The contract period of performance will be five years with a total level of effort of 113,240 hours. Work performed under this contract will be classified up to and including the SECRET level. Places of performance will include at a minimum NUWCDIVNPT, the contractor's facility, and Naval Submarine Bases and forward sites worldwide. Award will be made to the responsible offeror whose proposal contains the combination of criteria offering the best overall value to the Government. Offerors will be eval! uated on two evaluation factors; Technical Capability and Cost. Technical Capability consists of three sub factors; Technical Approach, Personnel, and Past Performance. NUWCDIVNPT intends to award a single, Indefinite Delivery/Indefinite Quantity, (IDIQ) contract including Cost Plus Fixed Fee provisions.
