- The Government intends to issue a 100% competitive Small Business Set-Aside solicitation to industry for the US Army Test and Evaluation Command (ATEC) Airborne and Special Operations Test Directorate (ABNSOTD). The contract type will be a Cost Plus Fixed Fee. The North American Industry Classification System (NAICS) code is 334220, Radio and Television Broadcastings and Wireless Communications Equipment Manufacturing, with a size standard of 750 employees. The requirement is for the design, development, and production one (1) each Geometric Automated Video Enhanced Location System (GAVELS) prototype which is capable of recording with multiple video cameras in order to calculate position using triangulation techniques. A second analysis subsystem shall use the information from the camera sites and associate them with the GPS time as the common attribute. Award will made based on best value pursuant to FAR Part 15. The system enhancement shall be conducted in a phased approach. Phase I shall be a design phase to include the development of a comprehensive system Enhancement Plan. In Phase I, the primary tasks are to analyze the current GAVELS system capabilities and weigh those capabilities against the requirements; develop an Enhancement Plan; and design, build and demonstrate a prototype as a proof-of-concept. Phase II shall include producing and testing the system designed in Phase I. The existing Government owned GAVELS is used to locate exploding artillery rounds and to track parachute airdrop items, including personnel and cargo, using the Universal Transverse Mercator (UTM) coordinates and altitude. The system has one major subsystem that records events or targets using digital video and records vital information such as GPS time, event number, and other information the user desires to include on each frame. The period of performance is 12 months. Approximate issue date of the Request for Proposal (RFP) is on or about 30 March 2009. The RFP will be issued in electronic format and posted to Federal Business Opportunities (FEDBIZOPS) and the AMSCA website: https://www.amsca.atec.army.mil. It is industrys responsibility to periodically check these sites, as the Government will not issue subsequent notices after the issuance of the RFP.
