Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. NAVSURFWARCEN Crane Division has a requirement for a CWI TWT Integrated Power Supply to be used for testing of Vacuum Electron Devices. A CWI TWT Integrated Power Supply will need to be developed, built, tested and delivered to meet all requirements of NSWC Crane specification 89 SPC 06 2222. Specification will be provided upon written request. Preliminary inspection, by a team consisting of NSWC Crane technical personnel and the contractor, will take place at contractor facility before item is shipped to NSWC Crane. Final inspection and acceptance will be performed at NSWC Crane by the NSWC Crane technical team. This solicitation will utilize full and open competition after exclusion of sources procedures as a proposed firm fixed price contract. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering price and past performance related factors, both equally as important. Past Performance will be evaluated using the following subfactors - each being weighed equally: a.Record of meeting contract delivery schedulesb.Delivery of high quality products This requirement is 100% set-aside to small business in accordance with FAR SUBPART 19.5, "Set-Asides for Small Business". The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. The solicitation is available at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 13 Apr 2009. All responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal.
