Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division, Newport anticipates acquiring up to fifteen (15) Radio Frequency Distribution and Control Systems (RFDACS) that shall be fabricated per a Statement of Work, production drawings, and the system performance specifications. The basic requirement will also include corresponding data, up to fifteen (15) lots of On Board Repair Parts (OBRP) Virginia Class, up to fifteen (15) lots of OBRP 688 Class, a line item for Provisioned Item Ordering and up to 2,320 hours of Engineering Services. It is anticipated the schedule will include options for four additional option years for up to sixty (60) RFDACS, up to sixty (60) lots of OBRP Virginia Class, up to sixty (60) lots of OBRP 688 Class and up to 9,280 hours of engineering services. All items except the Engineering services will be acquired on a Firm Fixed Price basis. The Engineering Services will be acquired on a Cost Plus Fixed Fee basis. Offerors must request in writing, (email or facsimile request is acceptable) to receive the drawings and specifications. Offerors must be DoD contractors listed under the Joint Certification Program in order to receive the drawings and specifications. All requests must be submitted to the attention of Mr. William Hurley, Code 11912. Performance under the contract will require a security clearance to the SECRET level. Award will be made on the basis of Best Value with evaluation factors, of Technical/Management Approach, Past Performance and Cost. The solicitation will be released on an unrestricted basis. All responsible offerors may submit a proposal.
