Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh PA, hereby announces its intent to issue a purchase order to Sapko Consulting Services (LLC) for the Report of Investigations (RI) to "Present the results of full-scale dust explosion tests that were conducted at the NIOSH Lake Lynn Experimental Mine (LLEM) to determine the amount of rock dust necessary to inert this finer size of coal dust". Assist Disaster Prevention and Response Branch (DPRB) in writing Part II of the NIOSH RI titled "Rock Dust Inerting Requirements in U.S. Coal Mines, Part II- LLEM Research on the Effects of Coal Particle Size on Rock Dust Inerting Requirements." Due to the highly influential nature of these results, this document will not only be sent out for technical review to a peer-review panel, but will also be placed on the NIOSH website for open review. Assist DPRB personnel in responding to all comments from the peer-review panel and from all outside reviewers. Assist in rewriting manuscript to incorporate these comments. Mike Sapko, principal of Sapko Consulting Services (LLC), is an internationally recognized authority in the area of hazards of fire, explosions and explosive safety and instrumentation to improve coal mine health and safety. His research work on laboratory and large-scale dust and gas explosions provides the background to provide meaningful input concerning inerting levels for coal mine dusts and to identify operational issues associated with measuring such levels. He also has considerable experience in developing alternative test methods for evaluating mine seals. This, coupled with prior work with the measurement and behavior of explosive atmospheres, contributes to considering him a valuable asset for understanding the risks of maintaining such an atmosphere in a sealed area. The generalized knowledge of the issues surrounding dust and gas explosions, the specific experience of Sapko Consulting Services (LLC) with NIOSH full-scale test facilities will improve the interpretation of data obtained from such facilities and will eliminate the need to educate an individual on the specifics of the facilities' operations. This experience will be critical to the successful and timely completion of these tasks. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to James Ambrozic, Purchasing Agent, Reference 000HCCMBG-2009-68041, Center for Disease Control and Prevention, Acquisition and Assistance Field Branch (Pittsburgh), PO Box 18070, Cochrans Mill Road, Pittsburgh, PA, 15236-0070. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Sapko Consulting Services (LLC), 106 Barr Road, Finleyville, PA 15332, as the only source and a purchase order will be issued without any additional notices being posted.
