- Data Requirements (DD1423, TM-86-01, Data Item Description) Purchase Description for Laminar Flow Computer Department of the Air Force, Air Force Materiel Command, AFMETCAL, 813 Irving Wick Dr. W., Heath, OH 43056-6116 Description The requirement is for the purchase of a Laminar Flow Computer. The proposed item must meet the requirements of AFMETCAL Purchase Description 09M-245A-FL Rev 2 dated 26 Aug 2008. The instrument described in the purchase description shall be a laminar flow computer. The laminar flow computer is coupled with one of eight different sized laminar flow elements (LFE) and through the laminar flow computer's integrated pressure transducers (absolute and differential) and temperature probe, can calculate flow rate based on the actual flowing conditions and based on each LFEs calibration coefficients which are stored in the laminar flow computer. AFMETCAL intends to award a commercial contract with options utilizing Technically Acceptable Performance Price Tradeoff under Far part 12. The contract will be valid for 3 years, a basic year and 2 option year periods. The best estimated quantity is 32 each in FY09, 19 each in FY10 and 25 each in FY 11. Data in accordance DD1423 TM8601 including operation, maintenance with Illustrated parts breakdown, and calibration certificates are required with each unit. The first 3 production units will be shipped to AFMETCAL Det1 in Heath OH. The remaining units will be direct ship to the PMELs. FOB destination is required. Delivery shall be 3 First production units due 120 days after award. First production testing will be required before any other orders can be shipped. All other units will undergo functional testing at the PMELs. The solicitation is anticipated to be issued approximately 17 Apr 09 with a due date of 19 May 09. Technical proposals and past performance information will be required. Technical proposals will be based on the evaluation criteria that will be stated in the solicitation. The purchase description and data requirements are posted at this site. The solicitation package will be posted at this site in approx 4 weeks.
