Description
This notice services a twofold purpose; 1)to invite all interested parties to the Department of Veteran Affairs, Construction and Facilities Management (VA) Industry Day Forum to discuss the construction process for the Replacement Medical Center for New Orleans, LA and 2)a sources sought for certain small business to provide capability statement in accordance with the source sought announcement. First, VA will host an Industry Day Forum to discuss upcoming Replacement Medical Center New Orleans construction solicitation. The Industry Day Forum is scheduled to take place, at 9:00 AM CDT on March 25, 2009, at the Westin Hotel 100 Rue Iberville, New Orleans, Louisiana. Topics of discussion will be Construction Manager as Constructor (Pre-construction services including design review, cost estimating, and project phasing and Construction Management services including recruitment and coordination of construction effort) and scope of the construction program to include 1 million square feet of medical and administrative program space, Renovation of Pan-American Life Building at 2400 Canal Street, Adaptive reuse of Dixie Brewery building at 2401 Tulane Avenue, Structured parking, and Central energy/utility plant and distribution system. The members of the VA project team for Industry Day are Project Manager Dan Therrien, Contracting Officer Chris Kygros and Thaddeus Willoughby, New Orleans VA Medical Center representative, and A-E, Studio NOVA. There will be an opportunity for interested parties to discuss the project in a reserved session with the VA project team. Second, VA is issuing this Sources Sought Notice to determine the interests and capabilities of Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), or Small Disadvantaged Businesses (SDB) firms with regard to an upcoming acquisition for pre-construction and construction services for the REPLACEMENT MEDICAL CENTER, NEW ORLEANS, LA. The firm should have an approved NAICS of 236220 with the size standard of $33,500,000 average annual gross revenue to be considered a small business. The firm should provide a capability statement that displays the firm capabilities and experience in pre-construction, construction management services, and construction experience. The capability statement should address corporate experience in Complex Building Construction (healthcare/rehabilitation centers), Pre-Construction Services Management (design development, LEEDS, BIM, and construction documents), Construction Management, Local Market Knowledge, Organizational Business Management, and Past Performance in these areas. The firm must also show a bonding capacity of approximately $400,000,000 to $600,000,000 for construction. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm capabilities/experiences to perform the listed tasks. The capability statement is not to exceed 10 pages. The statement must provide a summary of relevant experience and knowledge that addresses the scope of the task. Respondents must submit a capability statement, which addresses each task for which they believe they are qualified. The firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. This sources sought notice is only for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Please submit Capability Statements via email to: Thaddeus.Willoughby@va.gov no later than March 27, 2009. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
