Description
The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to Sea Bird Electronics Incorporated (SBE), 1808 136th Place NE, Bellevue, Washington for the acquisition of four (4) 19-plus V2 Conductivity, Temperature, and Depth (CTD) Optics-Ready Profilers. The CTD systems being acquired are urgently needed to support mission essential operations aboard MCM Class ships supporting Mine Warfare (MIW) operations. Because optical mine hunting systems are migrating to the fleet, the U. S. Navy has an immediate need to increase their optics/CTD sensor package deployments on military platforms. These sensors provide data in support of other sensors used for oceanography, hydrography, ASW, home land security, MIW, Naval Special Warfare, and many other mission related tasks. There are no other contractors other than Sea Bird that can provide a CTD that meets all of the U.S. Navy requirements. Any changes to these requirements would adversely im! pact the mission of the AN/SQH-4B system onboard the MCM Class of ship and support to the MIW community. Additionally, NAVOCEANO, a partner to NSWC PCD in the mission of environmental data collection and usage already has an enormous inventory of the same/similar Sea Bird sensors being purchased in this contract. Changing vendors or instrumentation would call for a significant increase in funding to re-engineer current CTD/optics systems and provide logistics support for multiple varieties of probes. This would also require additional maintenance dollars and training programs to ensure accurate data collection and database population. Sea Bird has the required expertise to provide necessary calibrations and repairs to these COTS units. NAICS Code: 334519, Size Standard: 500 Employees,FSC:6040
