Description
United States Army Garrison at West Point - Village of Highland Falls, New York Approximately 246 (+/-) acres of underutilized land at the United States Army Garrison (USAG WP) at West Point are being made available for an Enhanced Use Lease (EUL) project. Divided into two separate but generally contiguous parcels of 196 acres and 50 acres, roughly, the site lies approximately 1.9 miles south of the USMA main gate. Both parcels A & B are within the boundaries of the Village of Highland Falls, New York. Parcels A and B are heavily wooded, with some steep topography and bedrock outcroppings, including along Route 9W. Surrounding uses include Morgan Farms equestrian center and a capped landfill immediately to the northwest of Parcel A, and O'Neill High School, which lies between a portion of Parcel A and Route 9W on the east. None of these uses are included in the site. No structures exist on the site. The site currently has limited access, with one access point via the Main Street/218 exit off Route 9W. This road also provides access to O'Neill High School and the Morgan Farms equestrian center. The road is paved up to the capped landfill, where it becomes gravel. The gravel road continues along the western boundary of the larger site. Utilities are to be provided by the Village of Highland Falls. Water, wastewater, and electricity take-off points exist across 9W from the site. USAG WP is working with the Village of Highland Falls to produce a development that is a benefit to the community. As such, the final land use and development plan for this EUL project will be subject to all review and approvals applicable to a private development project. The USAG at West Point seeks to competitively select a private developer to lease parcels of land to develop age-restricted senior housing under EUL authority. The successful private sector bidder(s) will develop, operate, and maintain the facilities and provide in-kind consideration to the USAG West Point at least equal to the fair market value of the leased assets. The USAG West Point expects the selected developer to actively engage all stakeholders, especially the Village of Highland Falls, in the design and permitting of the development. Age-restricted senior housing as a concept is supported by the Village and the Town of Highland Falls.
