- The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICIATED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. This requirement consists of two combined demolition projects. Project 01, Demolition of Administrative Facility 20126, Area B, Project ZHTV040010. Complete demolition of a 3,235 square meter (34,827 gsf), 2-story (basement, 1st floor (16,708 gsf), 2nd Floor (16,718 gsf), brick exterior, building and adjacent sitework originally constructed in 1944 at 2644 Skyline Dr, Area B, Wright-Patterson AFB. Project includes complete removal and demolition of both facility parking lots (2,822 square yards and 4,496 square yards) to include removal of sidewalks, curb & gutter, and necessary landscaping. The Air Force intends to award a contract with a 180 calendar day period of performance for this portion of the project. Project 02, Demolish Spray Pond, Project Number 030018. The spray pond consists of a 113’ x 208’ concrete slab area with retaining walls where four rows of piping conducted air cooled water to cool high velocity air that created mach conditions in the wind tunnel complex. The wind tunnels have been demolished and the spray pond is no longer needed. The concrete spray pond, fencing, spray headers and piping, pump houses, and asbestos piping insulation will be demolished and the remaining area graded for proper drainage and seeded. The Air Force intends to award a contract with a 90 calendar day period of performance for this portion of the project. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Prime contractors who are HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 20 Mar 2009: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and (3) documentation of SDVOSB status; and (4) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages. Please include your DUNS Number and CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered “non-responsive” in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in PIXS and Federal Business Opportunities.
