- DESCRIPTION OF SERVICES: The contractor is required to provide all labor and other essential requirements included in the Performance Work Statement (PWS) to support the Camp Taji Phoenix Academy (PA) for a four month base period starting approximately thirty days after award with four six-month option periods. The Iraq Assistance Group executes the full range of developmental requirements for the Iraqi Armed Forces through its integration of the MNC-I Iraqi Security Forces Cell, the Iraqi Ground Forces Command (IGFC) MITT, other Transition Teams and the IAG Staff. Simultaneously, the IAG develops Transition Team requirements, plans force flow, oversees force protection measures, and executes Reception, Staging, Onward-movement & Integration (RSO&I) planning, manning, training, equipping and battle handover of combat-ready Transition teams to Major Subordinate Commands (MSC) commanders in order to support the United States USG (USG) Strategic goal of developing the Iraqi Security Forces for the security of their country. These teams consist of both internally and externally sourced teams of Military, Border, National Police, as well as General Support Units, Regional Support Units, and Base Support Units throughout the Iraqi Area of Operations (AO). The contractor's primary responsibilities shall include providing instructional support to the Phoenix Academy in teaching these teams the core functions they must learn in order to coach, train and advise their Iraqi counterparts. The Phoenix Academy will be located in Taji, Iraq, but may change locations as mission dictates in the future. The contractor shall provide a qualified instructional cell. The instructional cell will consist of seven (7) instructors / mentors to include a Program Manager and six (6) language instructors (5 Iraqi Arabic and 1 Iraqi Arabic and Sorani) for a total of thirteen (13) personnel. Approximate average class size is 160, with provisions to increase to 388. Each class will have 5 to 12 small groups in it with approximately 35 personnel in each. Students will be American with occasional Iraqi line unit counterparts or LNOs in attendance. The USG will provide program of instruction (POI) framework and class schedules to the contractor no later than 3 days prior to each new cycle. [No proprietary lesson plans from the contractor will be allowed; this is to ensure continuity and flexibility on the part of the USG] However, based on Flag Officer schedule changes, the instructor cell must be flexible to accommodate time changes. The Phoenix Academy Training Operations staff will work to minimize the changes that cause cycle variation. The USG will provide available lesson materials and schedules for planning purposes, the changing tactics of the AIF and/or other external factors may drive additional, short notice lesson plan updates, and/or schedule changes during the cycle. The contractor is responsible for updating lesson plans in accordance with USG direction.
