- Reference Requests for Information synopses NNS09ZDA004L and NNS09ZDA005L, postedFebruary 20, 2009.The NASA/SSC Office of Procurement intends to issue a Best Value Request Proposal (RFP)for the project entitled Crane Lift and Vessel Transportation Services provided tothe John C. Stennis Space Center, Mississippi.The work for this requirement consists of, the following tasks:1. Lift, transport and erect 2 IPA Storage vessels and 9 Water Storage vessels along withmounting brackets for each vessel from Picayune / Nicholson, Mississippi, to A3 TestComplex, Stennis Mississippi. The dimensions for the IPA vessels are, Length = 77ft inlength, Diameter = 11ft diameter, Weight = 260,000 lbs. The dimensions for the WaterStorage Vessels are, Length = 85 FT, Diameter = 11 FT, Weight = 290,000 lbs2. Transport 3 CSG LOX Storage vessels along with mounting brackets from Sunnyvale, Texasto, A3 Test Complex, Stennis Space Center, Mississippi. Upon arrival erect the 3mounting brackets and erect and mount 3 CSG LOX Storage Vessels on mentioned brackets. Dimensions for the CSG LOX Storage Vessels are, Length = 59 FT, Diameter = 13 FT, Weight= 321,000 lbs. FOB is destination. The government intends to issue subject solicitation (RFP) underCommercial Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and13. It is anticipated that only one award will be made for this requirement and anyresulting award shall be made in the form of a single award firm fixed price (FFP)Indefinite Delivery Indefinite Quantity (IDIQ) contract. The estimated period ofperformance for this project is April 2009 November 2009. The DPAS Rating for thisprocurement is DO-C9. The NAICS Code and Small Business Size Standard are 484230 and$25.5 mil, respectively. It is anticipated that this action will be issued as 100%set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). All responsibleSDVOSB sources may submit a proposal, which shall be considered by this agency. The Government reserves the exclusive right to award to other than the low offeror onthis "Best Value" procurement. The evaluation factors for this procurement will likelyinclude Technical Compliance, Past Performance, Schedule, and Price. The anticipated issue date of subject RFP is on or about 19 March 2009 with ananticipated due date of 30 March 2009.The firm date for receipt of proposals will bestated in the subsequent RFP. The solicitation NNS09284022R and any related documents [with the exception of thespecifications and drawings] will only be issued electronically and will be available viathe internet.
