Description: The Walla Walla District, US Army Corps of Engineers has a requirement for all labor, material, equipment, vessels and administration for the operation and maintenance of federally mandated wildlife habitat structures at Lower Granite Lake, Lake Bryan and Lake West on the Snake River in Southeast Washington and Northern Idaho. The intent is to have a portion of a base year for the period ending 15 February 2010 with four option year periods. Work includes but is not limited to: Mowing, field cultivation, crop planting to establish wildlife food plots, irrigation operation, system preventative maintenance and repair, chemical and cultural control of terrestrial and aquatic invasive weeds, nest structure maintenance and repair for waterfowl, osprey, and song birds, boundary and livestock fence repair and maintenance, shrub and tree purchasing and planting, and parking lot and vault toilet cleaning and maintenance, litter collection from public use and shoreline areas, as well as generalized and specialized labor and electrical repairs. Some remote areas are not accessible by road and will require vessel transportation. The Government intends to award a contract resulting from this solicitation to the responsible offeror that meets the technical requirements and presents the lowest price. The technical evaluation factors against which proposals will be evaluated will be set forth in the solicitation. This contract will be a fixed-price, performance-based service contract where desired outcomes are defined and measured while contractor methods are generally not constrained or directed. This announcement is a synopsis only. The details of the project will be issued in a solicitation package. This solicitation is a small business set-aside; NAICS code is 712190; and the size standard is $6.5M. This solicitation package will be issued in electronic format at FedBizOpps: http://www.fbo.gov on or about March 27, 2009 with quotes due on or about April 17, 2009.
