- The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to the Alaska Department of Fish and Game. In accordance with FAR 6.303-1 and FAC 2005-30, this special notice announcement provides the Justification and Approval Documents for Noncompetitve Contracts. The U.S. Fish and Wildlife Service, Region 7, requires continued support for implementation of cooperative moose management plans in Interior Alaska. Specifically, this project supports implementation of the Yukon Flats Cooperative Moose Management Plan (YFCMMP), which was endorsed by the Federal Subsistence Board in May 2002. The main purpose of the YFCMMP is to increase the moose population on Yukon Flats. The village of Beaver has a Tribal Wildlife Grant (TWG) which is intended to help implement the YFCMMP. The Council of Athabascan Tribal Governments (CATG) has a funding agreement with the Yukon Flats National Wildlife Refuge (YFNWR) that, among other things, provides for obtaining subsistence moose harvest information for villages on Yukon Flats. On July 31 and August 1, 2008, the village of Beaver conducted a meeting as part of its TWG project for the purpose of better organizing and implementing cooperative moose management programs. Two of the action items that resulted from this meeting are to (1) form a Yukon Flats Moose Management Steering Committee (YFMMST) and (2) collaborate to improve subsistence harvest survey methods. This project supports the cooperative efforts of the village of Beaver, CATG, YFNWR, and the Alaska Department of Fish and Game (ADF&G) to develop and implement strategies to increase the moose population on Yukon Flats. Project funds will cover ADF&G staff travel costs involved with participating in the YFMMST and printing and mailing two issues of a Yukon Flats moose management newsletter or other public information and educational materials. Project funds also support subsistence use data analysis by the ADF&G, Division of Subsistence, Information Management Unit. In accordance with FAR 6.302-1, only one responsible source will satisfy the agency's requirements as this is a continuing effort project with the Alaska Department of Fish and Game and the Village of Beaver, Alaska.. This notice of intent is not a request for competitive proposals and the Government does not intended to accept proposals received. Award will be made 15 days after publication of this notice.
