- NASA/GSFC has a requirement for optical engineering support to the James WebbTelescope (JWST) JWST Optical Telescope Element (OTE) and Observatory optical integrationand test (I&T) program by participating in key reviews and technical interchange meetingsto evaluate I&T plans and procedures, GSE design and verification, test diagnostics andcross checks, test and analysis results. JWST optical I&T is extremely challengingbecause of the large deployable, lightweight telescope and cryogenic test environment.NASA/GSFC intends to purchase these services from Optical Research Associates (ORA)pursuant to FAR 13.106, for the acquisition for supplies or services determined to bereasonably available from only one source. ORA has extensive experience in optical I&T,specifically ORA has relevant experience on major sensor programs of high nationalimportance including classified segmented large deployable optics, cryogenic space-bornesystems, and systems incorporating both classical and emerging technologies. Thisexperience provides a unique knowledge base that is directly applicable to JWST I&Tprogram and not available from other companies.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 2:30PM EST on datelisted above. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
