Description
The U.S. Environmental Protection Agency intends to negotiate, on a sole source basis, with the University of North Carolina-Chapel Hill because scientists at the University in the Atomic Absorption Spectrometry Laboratory in the Clinical Nutrition Research Center have a unique procedure (pre-analysis reduction of samples with L-cysteine) that permits oxidation-state specific measurement of individual arsenicals in biological samples and is unique in utilizing a multiple microflame quartz tube atomizer (multiatomizer) as a component of the atomic absorption spectrometer for detection of arsenical species separated by hydride generation-cryotrapping-gas chromatography. The EPA requires measurement of inorganic and methylated arsenicals in biological samples using generation-cryotrapping to support an ongoing study of the disposition and metabolism of arsenicals in organisms.Since this technique is not available in any other laboratory EPA believes this is the only vendor capable of satisfying this requirement. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide pricing that is sufficient to make a determination that competition is feasible. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored.
