- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, W912EQ-09-Q-0017, is issued as a Request for Proposal (RFP) and is 100% small business set-aside. The associated small business size standard is 500. The US Army Engineer District Memphis has a requirement for Contract Line Items Numbers (CLINS) as follows: CLIN 0001 The contractor shall provide moving and packing support services within five (5) work days of BPA call. The contractor shall move office equipment, furniture, files, etc. from one office to another. Contractor shall provide appropriate number of personnel to accomplish move within specified timeframe (to be provided at time of call). Services will be required for moves within the following buildings and/or for moves from one of the listed facilities to another. Locations include but are not limited to: Federal Building (FOB) 167 N. Main Street, Memphis, TN 38109, Ensley Engineer Yard, 2915 Riverport Road, Memphis, TN 38109, USACE Finance Center/ULA 5722 Integrity Drive, Millington, TN 38054. The Government intends to award one or more Blanket Purchase Agreements (BPAs) with one or more vendors. Specific details for each move will be provided prior to award of each call placed against the BPA(s). All responsible sources may submit a proposal which shall be considered by the agency. The proposed agreement is full and open competition. Contractor shall submit completed clause 52.212-3, Offeror Representation and Certifications, Commercial Items. The following clauses and provisions are incorporated and will remain in full force in any resultant award. The full text of these clauses and provisions can be accessed electronically at website, http://www.farsite.hill.af.mil. FAR 52.212-1 Instructions to OfferorsCommercial Items. The Provisions at FAR 52.212-2 Evaluation-Commercial Items is incorporated. The Government intends to award a contract resulting from this solicitation to those responsible offerors whose offer(s) conforming to the solicitation will be the most advantageous to the Government. The following factors shall be used to evaluate offers: (1) Technical Capability of the package to meet USACE needs (2) Price and (3) Past Performance. Tehcnical and past performance when combined are of equal importance compared to price. The contractor shall provide data or documentation verifying their ability to meet the requirements stated herein. The Contractor shall demonstrate that they have past experience in handling corporate and/or Government moves.
