Description
The Government intends to procure a follow-on contract with Digital Fusion Solutions, Incorporated (DFSI) based on previous efforts performed by DFSI for a variant transport system to be included within the existing Non-Line of Sight Launch System (NLOS-LS) cache of missile systems, namely the NLOS-T. NLOS-T is designed as a cargo round and to fit within the geometry of the NLOS-LS Container Launch Unit (C/LU). This contract will further prototype work for NLOS-T through integration and testing of the baseline carrier design as well as integration, testing and demonstration of new payloads that the NLOS-T will carry during the demonstration phase. The purpose of this effort is to continue component performance characterizations, predictive performance modeling and simulation, and detailed design and analysis of the prototype hardware, software and control algorithms. A full scale wind tunnel model of the selected airframe design will be evaluated in the wind tunnel with the results confirming the performance predicted from computational fluid dynamics (CFD) analysis. This contract will further prototype work for NLOS-T through integration and testing of the baseline carrier design as well as integration, testing and demonstration of new payloads that the NLOS-T will carry. It will include dynamic test, slug tests and hardware in the loop (HWIL) lab testing of components and subsystems. This follow-on contract is sole sourced to Digitial Fusion Solutions, Incorporated, 5030 Bradford Dr., Bldg. 1 Ste 210, Huntsville, AL 35805. No other contractor has or can be made to have the essential qualifications to meet the Governments requirements without substantial duplication of costs that is not expected to be recovered through competition. DFSI possesses unique technical attributes necessary to satisfy this requirement for technical design, fabrication and testing of the NLOS-T concept developed from their past efforts on the program. DFSI also employs subject matter experts in key technology areas applicable to defense systems and more specifically, Army tactical missile systems. That subject matter expertise, which was the basis for the initial selection for the program, has continued to grow with their progress on the NLOS-T program and keeps DFSI uniquely qualified to execute the NLOS-T program. Performance for the resulting cost plus fixed fee contract will include an initial effort and four 12-month option periods in FY10 through FY13 and an option period in FY14 not to exceed 60 months.
