- The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of General Supplies and Services sought to establish multiple blanket purchase agreements (BPAs) for acquisition support services against Multiple Award Schedule (MAS) 874 Mission Oriented Business Integration Services (MOBIS), Special Item Number (SIN) 874 6, Acquisition Management Support. All offices within GSA, including FAS and Public Building Service (PBS), will have access to a primary and a backup BPA specifically established for their geographic region. The BPAs can be utilized with or without Recovery Act funds. The BPA will be used to support specific projects related to the American Recovery and Reinvestment Act of 2009 and help achieve discounts through agency-wide economies of scale. President Barack Obama’s new economic stimulus package, the American Recovery and Reinvestment Act, involves investments in the nation's infrastructure, including construction projects, environmental, and energy initiatives, that will significantly increase GSA's procurement duties. It is expected that the need for acquisition support services encompasses more than the implementation period of the economic stimulus package, as GSA is already experiencing shortages of experienced contracting personnel needed for specific projects, hence the ongoing need for acquisition management support services. The solicitation was issued through GSAs eBuy system as RFQ #343559. BPAs have been established with Integrity Management Consulting, Inc as the primary BPA holder and Acquisition Solutions, Inc as the backup BPA holder for the National Capital Region/Central Office of GSA. The location of the work will depend on the details of the Task Order issued against the BPA. Since these are BPAs, no funds have been obligated as a result of this action. The BPAs have a Period of Performance of 5 years, with one (1) base year and four (4) option years beginning on the date of establishment. It is anticipated that the primary and backup BPA holders for the remaining GSA regions will be established in the near future.
