- Statement of Work for all fuel and oil requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for F2Q1029069A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 424720 with a 500 employee size standard. This RFQ contains 3 line items. The line item descriptions are as follows: CLIN 01: Delivery and Dispersion of 3,500 Gallons of 100LL AVGAS in accordance with attached statement of work. Contractor to provide cost per gallon. CLIN 02: Delivery of 320 quarts of Engine Oil in the quantities and types specified in the attached statement of work. CLIN 03: Delivery of 34 Fifty-Five Gallon Drums of Smoke Oil in the quantities and types specified in the attached statement of work. FOB point is Destination.. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-3 applies to this acquisition, requiring all offers to be registered in ORCA.bpn.gov, or to fill out the clause in its entirety. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports, 252.243-7001 Pricing of Contract Modifications, 252.246-7000 Material Inspection and Receiving Report. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer is the lowest price. Quotes must be submitted by 18 March 2009, 10:00am, Eastern Standard Time (EST).
