- FORGING, BREECH RING PER DWG. BL-45583 REV N, FOR 155MM XM324 NLOS CANNON, quantity = 6 EACH, approximate dimensions: 380MM DIA X 339MM. FOB destination. FORGING, BREECH BLOCK PER DWG. BL-45586 REV G, FOR 155MM XM324 NLOS CANNON, quantity = 6 EACH, approximate dimensions: 271MM DIA X 164MM. FOB destination. ESTIMATED ISSUE DATE OF SOLICITATION: 27 APRIL 2009. This acquisition is being negotiated on a sole source basis with Aubert & Duval as they are currently the only manufacturer capable of providing the required breech ring and breech block forgings that matches the standards of strength and toughness to produce the complex geometry required for the XM324 gun to be used in the NLOS cannon. All responsible sources may submit a proposal which shall be considered by the Agency. Location of posted solicitation: This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil and will be listed under Watervliet Arsenal. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same. Technical Data Package: This solicitation incorporates a drawing/Technical Data Package (TDP) that cannot be provided via the Internet. Vendors who need this TDP in order to prepare an offer are instructed to request same by submission of an e-mail to: peter.haschytz@us.army.mil. Any said requests should contain the following information: CAGE Code (if available), Company Name, Point of Contact, Street Address, City, State, Zip Code, Telephone number. A TDP will be provided after the solicitation has been released to the Army Single Face to Industry website. The solicitation document contains information that has been designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document and technical data. All requests for these documents must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact the Defense Logistics Information Service (DLIS) at 800.352.3572 or http://www.dlis.dla.mil/ccal. Requests for technical data from foreign sources or representatives (other than Canada) will not be considered. In order to be eligible for award, the successful offeror's Central Contractor Registration (CCR) and Online Certifications and Representations (ORCA) must be current.
