Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, Maryland, intends to negotiate on a noncompetitive basis with DY 4 Systems, Inc (Curtiss Wright Controls Embedded Computing) of Ottawa, On, Canada. The successful vendor shall re-engineer the NWS ACU Processor Board and Daughter Card (Legacy part number: VGMD Model G3/G4 Processor Board SMC/VGMD - S540T-CSNE8NC1) to eliminate component part obsolescence. The re-engineered board must utilize the pSOS Operating System that is used to execute the ASOS resident firmware that exist throughout the ASOS network. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements, to ensure compatibility with the existing design of the board. The vendor will produce engineering prototypes that will be tested at NWS facilities to ensure compatibility with the pSOS Operating System and ASOS firmware currently developed specifically for the ASOS. Upon successful integration and testing, the vendor will provide production boards at quantity pricing levels. All intellectual property rights both background a foreground, and propriety design information needed for this requirement vest with the OEM. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Responses to include information on business size to see if this requirement is suitable as a small business set aside. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 45 days after this publication to this synopsis. See note 22
