- The National Cancer Institute (NCI), Cancer Diagnosis Program (CDP) plans to procure on a sole source basis services regarding Just-in-time Accession of Clinically Annotated Pathology Specimens for Molecular Marker Research with Geisinger Health System, Center for Health Research; 100 N Academy Avenue; Danville, PA 17822. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The North American Industry Classification System code is 541690 and the business size standard is $7M. Only one award shall be made as a result of this solicitation. Period of Performance shall be at award through seven (7) months. The purpose of the requirement is to test a peer-to-peer informatics system to locate and retrieve specimens and pertinent clinical and outcome data on an as needed (just-in-time) basis from community health care settings. Harvard University developed and tested an open-source, peer-to-peer computer system program to identify pathologic specimens and associated clinical outcome data in clinic and hospital settings. The system includes software developed to remove personal identifiers, a de-identification system that has been shown to work in an academic setting. The Center for Health Research, Geisinger Health System/Clinic will test this system in an HMO providing care to nearly 500,000 members in scores of communities in Pennsylvania. A companion test is underway in another HMO, Kaiser Northwest, located in a large metropolitan area in Portland, Oregon. The Center for Health Research (CRN), Geisinger Health System, is a member of the HMO Cancer Research Network. The evaluation activity has the potential to substantially enhance the capability of the CRN, and other research networks, for conducting multi-site cancer control research involving pathological specimens and associated clinical/outcome data. Contractor Requirements: 1) Identify cases with: available pathologic specimens AND which have been registered in the local site's Cancer Registry AND for which reasonable follow-up is available; 2) Prepare a database of eligible cases in SQL format; 3) Process the "Summary Data" databases to prepare them for scrubbing; 4) Scrub the extracted databases in an iterative manner until adequate (>99% effectiveness) is achieved; 5) Test scrubber on other data-EMR, pathology, radiology, in-patient notes; 6) Perform test searches of scrubbed data based on NCI will provided test parameters; 7) Queried for further annotations in HMO databases. The Center for Health Research, Geisinger Clinic is uniquely qualified to carry out this effort because of its organization as an HMO, its commitment to health research and participation in the Cancer Research Network (CRN) of the NCI, extensive computerization of health records, considerable pathologic resources, and its willingness to explore new methods of finding and accessing pathologic material for molecular research. Although other members of the CRN have collections of archival specimens and electronic health records, the Geisinger Health System has a system comparable to the one in Kaiser North West which will permit the NCI along with Harvard to determine the site specific modifications that would be needed if the system were to expand further. The government knows of no other tested computer program. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET March 24, 2009. It is the contractors' responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA).
